June Board Meeting

The next Adams Morgan Partnership BID (AMPBID) Board of Directors' meeting will be Tuesday, June 9 from 5-7:00 PM. In addition to the regular board agenda, Amir Irani and Japer Bowles from ANC1C will present their resolution and map for partial closure of 18th Street for our review and discussion.

The meeting will take place online via Zoom. If you would like to attend the online meeting, you must register. When you register, you will receive the login information.

As always, the public is invited to participate in the meeting, but non-board members will be muted while board business is being discussed. There will be opportunity for questions and other input.

Update from RAMW

In DC, the Council will hold a Legislative Session tomorrow and will adopt rules already in place regarding expanded outdoor seating. The legislation keeps these privileges in place until October 25, 2020. The bill also cleans up provisions passed in previous legislation such as rent repayment plan, rent freezes and third party delivery caps. The changes in tomorrow’s legislation on those three issues are not substantive and will not impact what is already in place. As a reminder the cap on third party delivery fees and rent freezes are in place through the Mayor’s Emergency, so there is not a defined timeline. RAMW is pushing for the Emergency to be in place throughout all phases of reopening, and for as long as businesses cannot operate at full capacity.

Also, for those who applied for the Mayor’s DC Microgrant and have not heard back, we encourage you to check your junk mail/SPAM to make sure you have not missed important communication sent from the Office of the Deputy Mayor for Planning and Economic Development (DMPED). DMPED has notified businesses via email if they have been conditionally approved to be awarded a Microgrant through Events DC, which is being administered by our team here at RAMW. If you have been conditionally approved, you have received an email notification from DCBizGrant@dc.gov indicating that you must send required documentation to RAMW to receive the funds. Our team is standing by to process your submitted documents immediately and get your grant funds disbursed to you.

Reed-Cooke Neighborhood Association (RCNA) Emergency Relief Grant program

From the Reed-Cooke Neighborhood Association:

Greetings Neighbor!

In this time of uncertainty, the Reed-Cooke Neighborhood Association has created the Emergency Relief Grant program to offer micro-grants to residents of Adams Morgan who have lost their jobs as a result of the Coronavirus Health Crisis and are unable to receive UI benefits.

The Reed-Cooke Neighborhood Association is raising money for the Relief Fund and will match donations up to $10,000. All donations are tax-deductible through RCNA’s 501(c)(3) status, and 100% of funds will be distributed to those in need.

We've all been affected by this public health crisis in some way, and we know that many of you may also be hurting, financially and beyond.

However, if you're in a position to do so, consider donating to this relief fund and showing the members of our community how much we all care about them.

Paycheck Protection Program (PPP)

Congress made needed changes to the Paycheck Protection Program (PPP) last week. This bill will make a number of retroactive improvements to the PPP, including:

• 24-week covered period (instead of 8)
• 60/40 split (instead of 75/25)
• Loan forgiveness is still possible if FTEs won’t come back, or if revenue in December is below Feb 2020 levels.
• Five year loan-repayment terms for future PPP loans
• Payroll tax deferment restored

Small Businesses May Qualify for A Small Retailer Property Tax Relief Credit

Qualified corporations and unincorporated businesses engaged in making retail sales may claim a refundable franchise tax credit of up to $5,000 based on the amount of real property taxes or rent paid for a qualified retail location in the District.

What businesses are qualified to receive the SR Credit?

A qualified business can either be a corporation or an unincorporated business. The federal gross receipts of the qualified business cannot exceed $2.5 million per year. The qualified business must be engaged in making sales at retail, must have a sales tax account with the Office of Tax and Revenue (OTR) and must file District sales tax returns reflecting its retail sales. The qualified business also must be current on all District tax filings and payments for all tax types.

What does it mean for my business to be “engaged in the business of making sales at retail”?

Your business is engaged in the business of making sales at retail if your sales are “retail sales” as defined under D.C. Official Code § 47-2001(n1). Those sales include, but are not limited to, sales or charges for following:

• All tangible personal property.
• Food, drink and alcoholic beverages.
• Digital goods.
• Hotel room or any other transient lodgings or accommodations.
• Admission to public events (except live performances of ballet, dance, or choral performances, concerts (instrumental and vocal), plays (with and without music), operas and readings and exhibitions of paintings, sculpture, photography, graphic and craft arts).
• Parking and motor vehicle storage services.
• Real property maintenance services.
• Landscaping services.
• Health club services.
• Tanning studio services.
• Data processing and information services.
• Newspapers or publications.
• Job seeking services.
• Armored car, private investigation and security services.
• Bottled water delivery services.
• The storage of household goods.
• Carpet and upholstery cleaning services.
• Car washing services.
• Bowling alley or billiard parlor services.
