BID Tax Bills have been mailed

Adams Morgan BID tax bills have been mailed and commercial property owners within the BID boundaries should have received them by now. If you have not received your bill, contact Kristen Barden (202-997-0783).

If you were unable to pay your March 2020 BID taxes, you will note that the principal amount is still due but the P&I since the due date has been removed. In addition, you'll note that the first half of FY2021 BID taxes are not being collected (the taxes that would normally be due on Sept. 15). The bills reflect those changes because the AMPBID Board of Directors did the following:

1. Passed a resolution to waive all penalties and interest (P&I) for late payments of BID taxes due on April 1, 2020 (second half of FY2020 taxes) until the mailing of the first half of FY2021 bills.
2. Passed a resolution to waive collection of the BID tax for the first half of FY2021 followed by legislation passed at DC Council to accomplish that.

Those two actions were taken to assist businesses and commercial property owners recover stronger from the COVID19 pandemic.

Restaurant Week is back for two weeks:

August 17 - 30, 2020

Summer Restaurant Week, presented by the Restaurant Association Metropolitan Washington (RAMW), returns as the region’s biannual celebration of outstanding restaurants that contribute so much to our region. New this year, Restaurant Week has expanded to include a to-go program with a variety of family-style offerings as well as cocktail and wine pairings, available over two full weeks to encourage support of hundreds of restaurants throughout DC, Maryland, and Northern Virginia.

Participating restaurants will offer dinner menus at $35 or $55 per person. Similarly, many restaurants will also offer specially priced family-style to-go dinner meals, available at two price points intended to fit a range of budgets and tastes for curbside pickup. The to-go meals offer an even greater reason to take advantage of the promotion.

Art All Night in Adams Morgan: Sept. 13-26

Adams Morgan will be participating in the Art All Night 2020 Virtual Activation sponsored by DSLBD. Art All Night will be bringing together artists and local businesses to celebrate the robust and eclectic offerings of our great city through a virtual activation during the last two weeks of September, with online events during several hours on Friday and Saturday nights, as well as livestream opportunities during each week of the activation based on several themes.

What About Small Business Saturday?

Small Business Saturday is celebrated on the Saturday after Thanksgiving, which will be November 28, 2020. The 2020 Small Business Saturday Coalition program, along with the Neighborhood Champion program and other Small Business Saturday programs, is evolving as we all continue to navigate the pandemic. Please stay tuned.

Update from RAMW

We kicked off this week with cooler temperatures and more to look forward to as we head into the first of two weeks of our Summer Restaurant Week promotion across the region and as diners continue to dine out, take out, dine outdoors and support local businesses. Mayor Bowser is actively pushing out a new Mask Up DC video spot airing on Channel 16 and on social platforms featuring some of our local chef members encouraging diners to mask up for the safety of all.

In DC, we have mentioned that we are working with local entities on efforts to extend outdoor dining and expand resources available for businesses to be able to do so into the colder weather months. We will keep you posted on progress in this area.

ABRA, at the urging of RAMW and The Veritas Law Firm, recognizing that many ABC-licensed businesses are operating in a limited fashion and experiencing financial hardship, issued an emergency rulemaking last week providing additional relief for restaurants. The Board has greatly extended the time for payment, waived late fees and extended the date by which an operator must decide to pay to maintain the license.

Specifically, the emergency rulemaking does the following:

1. Suspends the late fee for a licensee's failure to timely remit the second or third year license fee or renewal license fee for certain license categories. This includes both operator ABC licenses and manager licenses.
2. Greatly extends the length of time for operators to pay to maintain a license. With these rulemakings, if payments due by July 31, 2020 are not made by 9/30/2020, cease and desist orders will be entered 10/21/2020 and licenses will be canceled for nonpayment on November 4, 2020. If a cease and desist order is entered and the license is cancelled for nonpayment, reinstatement may be requested until 5/3/2021 without the payment of late fees, as long as all fees are brought current.
3. The Board, also recognizing the difficulty in obtaining police clearances from other jurisdictions during the pandemic, adopted an alternate procedure for complying with police clearance requirements required for applications.

On the National front, a few updates from our partners at the National Restaurant Association. First, Senate Democratic Leader Chuck Schumer (D-NY) announced he is cosponsoring the RESTAURANTS Act. This is a significant move in the right direction given his leadership role and many are watching this relief bill closely as both sides of the aisle are debating how large to make the package and advocating for it to include major relief that acts as a second and larger round of funding targeted to restaurants. Have You Spotted the New Safety Signage in Adams Morgan?

You may have noticed our meme-like safety signage that has been installed throughout the neighborhood! With signs featuring Supreme Court Justice Ruth Bader Ginsberg (RBG), tons of cute puppies, and famous people named Ryan, it has certainly created a buzz both locally and nationally!

Due to the large volume of requests, the Adams Morgan Partnership BID is excited to offer the public an opportunity to purchase our health and safety signs for personal use. The signs are exactly the same as the ones posted around Adams Morgan and are approximately 24 inches by 18 inches. The signs do NOT come with the metal stakes (those are available at many hardware and craft stores). We expect orders to be ready within 1-3 weeks -- we do not have an active inventory -- signs are printed after they are ordered. Signs are available for shipping or local pick up. Please note that funds received above and beyond the cost of printing and shipping will be used to produce additional safety signage for our neighborhood in support of local businesses.
