Outdoor entertainment ideas?
|
You may have heard that Mayor Bowser is allowing a limited pilot for live entertainment and that as part of that
the Adams Morgan Partnership was invited to apply for a permit
to hold an outdoor event. We had initially applied for the waiver in hopes of salvaging Adams Morgan Movie Nights this fall, but the 50-person limit (including staff) and other restrictions turned out to be too much and we reluctantly decided not to move forward with the series. However, we still have an invitation to reapply for an outdoor event, so if your Adams Morgan business has an idea of something we might collaborate on, please contact

Streatery Winter-Ready Grant Program
|
On Sunday, Mayor Muriel Bowser announced the investment of $4 million through the new Streatery Winter Ready Grant program to assist restaurants as they winterize their outdoor dining areas and maintain outdoor dining operations through the colder months. The Mayor’s Office of Nightlife & Culture (MONC), along with the Office of the Deputy Mayor for Planning and Economic Development (DMPED), will provide grant recipients with
$6,000
to purchase winterization materials such as tents, heaters, propane, lighting, furniture, advertising cost, and more. Businesses can apply now by visiting

The funds will be available to both food retailers/restaurants and non-food retailers that have an active Sidewalk Cafe Permit (public space), Temporary Sidewalk Cafe Permit (also known as a Streatery), or an Alcoholic Beverage Regulation Administration (ABRA) Summer Garden (private space) or Sidewalk Cafe Endorsement. While the
application deadline is October 31, 2020
, applications will be reviewed on a rolling basis until the funds are exhausted. Disbursement of funds will begin on October 1, 2020.

Fees waived for tents and propane permits
In addition to the Streatery Winter Ready Grant, the Department of Consumer and Regulatory Affairs and DC Fire and Emergency Medical Services will be temporarily waiving fees for food retailers to obtain tent and propane permits. Applications for tents and propane heater permits will be available on DDOT's
TOPS permit applications system
(may not be set up yet -- we'll update when more information is available).
Current insurance requirements extended through 2022
Mayor Bowser also announced that the District’s current insurance requirements for Sidewalk Cafes, Streateries, and Parklets will be extended through January 1, 2022. The Office of Risk Management’s (ORM) new insurance requirements for outdoor cafes and retail businesses were originally slated to go into effect on January 1, 2021. New Alcohol Provisions in Effect Oct. 1
|
According to DC's Alcoholic Beverage Regulation Administration (ABRA), included are six provisions intended to benefit alcohol licensees and residents, set to take effect on October 1, 2020. They include:
-
Permanently allowing on-premises licensees to sell alcohol for carry-out and delivery with prepared food between 6 am - 1 am, daily.

Allowing on-premises licensees and manufacturers to sell alcohol starting at 6 am, daily.
-
Increasing the hours of sale and delivery of alcohol for off-premises licensees to 6 am – 1 am, daily.
-
Expanding the District’s Extended Holiday Hour Program by six (6)-days.
-
Expanding Inaugural Week from a seven (7)-day to 16-day period.
-
Permanently implementing a Games of Skill Endorsement and increasing the maximum number of devices per establishment to five (5).

Billions in grants for live venues, small businesses under Democratic stimulus plan
|
From the Washington Business Journal:
House Democrats have rolled out a new $2.2 trillion stimulus package that includes a wide variety of small-business relief programs, including billions of dollars in grants for live-venue operators and a second round of Paycheck Protection Program loans.
The legislation is the latest in a series of bills introduced by both Republicans and Democrats from both chambers in recent months. This new legislation is an updated version of the HEROES Act passed by the House in May, but not voted upon by the Republican Senate. The fate of this package, if it passes the House in the coming days, is equally unclear on whether it would receive a vote in the Senate.

DC Health Link Expands Small Business Health Insurance Options During COVID-19 Crisis
|
Last week, the DC Health Benefit Exchange Authority (DCHBX) Executive Board voted to adopt a unanimous recommendation from its Standing Advisory Board to extend DC Health Link’s small business open enrollment policy through calendar year 2022. This action taken by the Executive Board enables small businesses to offer group coverage even if they can’t afford to pay 50% of their employees’ premium, or they have fewer than two-thirds of eligible employees enrolling. Usually, to be eligible for coverage an employer must contribute at least 50% to employees’ premiums (called contribution requirement) and have two-thirds of employees enroll in coverage (called participation requirement). The Board's action today increases opportunities for District small businesses and non-profits to offer group health insurance to their employees during the COVID-19 pandemic.
