Property Assessment Roundtable
|
The Adams Morgan Partnership BID will be invited to participate in some roundtable discussions with the DC Office of Tax and Revenue (OTR)'s Property Assessor's office later this Fall. These roundtables are an effort the Assessor's Office is taking to prepare the FY2022 proposed property assessments.
The challenge they are facing is to establish values in January 2021, in support of assessments to be released in March 2021, with income data from 2019. They will need to estimate business interruption caused by a pandemic that began in March 2020, because income data for calendar year 2020 won’t be supplied until April 2021.

All information will be kept confidential and will only be used anecdotally to demonstrate the impact of the pandemic.

In a year full of disappointing event cancelations, we're excited to announce that the annual
Adams Morgan Apple Festival and Pie Baking Contest
will be happening on Saturday, October 31, at the Farmers Market at SunTrust Plaza. Obviously there will be some changes, for example we won't have the heirloom apple tasting and everything will be following the city's farmers market safety protocols.
We will, however, have the pie baking contest! And instead of local celebrities judging the pies,
YOU
will be able to vote on your favorites. Contestants' pies will be sliced and packaged individually and will each include information on how to rate that pie online. Slices will be sold to the public during the regular farmers market hours and 100% of the proceeds will go to the
Reed-Cooke Neighborhood Association's COVID-19 Relief Fund
.

Music on the Move with ADMObile: Saturdays from 5-7pm
|
On Saturdays in October, the Adams Morgan Partnership is partnering with
Songbyrd Music House and Record Cafe
on a new project called
#ADMObile
. Featuring a fully decked-out vintage truck and a variety of musical performances, community members enjoy music from a safe distance while dining, shopping, and strolling through the neighborhood. We will be hosting ADMObile events each Saturday from 5-7pm through the end of October (weather permitting).
The truck will make its way around Adams Morgan making stops for performances along 18th Street and Columbia Road. Performances will feature a mix of all music genres and will rotate on a weekly basis. We’d also like to give a special thanks to our community partner,
T-Mobile
, for their assistance in making these fun, socially-distanced events possible!

The Adams Morgan Partnership will be hosting our first MASKerade selfie contest from October 17-31, 2020.
|
We want you to encourage your customers to wear face masks that are fancy, decorated, customized, etc. (and still safely cover their nose and mouth). They will enter the contest by taking a selfie at your business and posting it on social media with the hashtag #AdMoMask. The winning individual will get a $100 gift card

and your business will receive a $300 cash prize.

Small Business Resiliency Fund
Application Deadline Tomorrow!

The
Small Business Resiliency Fund
is a part of the District’s efforts to meet the existing and future COVID-19 related needs for District’s small businesses to help businesses continue operations while protecting people, assets and presence.
The Small Business Resiliency Fund will provide $2.2 million in emergency operational funding and will be open to small, local businesses in the District of Columbia with 25 or fewer employees and independently owned restaurants without regard to employee-size.
Grant monies may be used for:

Business model strategy redesigning and pivoting
-
Business continuity plan development
-
Strengthening of digital retail experiences including complimentary e-commerce platforms and/or online shops to bolster brick-and- mortar business
-
New marketing efforts
-
Personal protective equipment (PPE) and/or disinfection products.

$5K Grants for Restaurants
|
Local Restaurant Grants; Launches October 16
As temperatures drop and the days get shorter, restaurants are facing an entirely new set of challenges. In response, DoorDash is providing $5,000 grants to small businesses selected through an application process in select cities across the US. The grants are part of
DoorDash’s Main Street Strong initiative
to help restaurants recover and succeed amidst COVID-19 related challenges.

We know weather is a real challenge and with each passing week you are continuing to find creative operational solutions, and those who can have outdoor dining are eager to get their winterizing plans in place. After this weekend’s rain, there looks to be many days ahead with fair skies and mild fall temperatures. Here are some updates on outdoor dining planning, as well as PPP forgiveness, educational webinars and more.
Update on the Streatery Winter Ready Grant: We learned today that the grant has reached its limit in terms of applicants. Any further applications submitted will be waitlisted pending future available funds. For those awaiting notification on whether or not you will receive a grant, the final round of conditional notifications should be sent out by RAMW or LEDC by the end of this week. If you have already applied, you will receive a notification letter that includes the request for the itemized budget for the equipment you will purchase with the grant funds and, if applicable, additional documentation to be submitted for the final approval. Make sure you respond to this letter ASAP with requested materials, so you can receive funds in a timely manner. If you have any questions, please contact ishi@ramw.org.
Additionally, on the DDOT TOPS registration process, we clarified that:

When you are selecting a “start date” you can select a date that is grayed out as long as it is one week away from when the application is being submitted. Once you select a gray date you will receive a pop up warning notification that you must click “ok” on in order to move forward.

The proposed end date will automatically be December 31, 2020 because that is when the Mayor’s Public Health Emergency expires. When/if the Health Emergency is extended (which we believe to be likely) your approvals will automatically be extended.

You are permitted to start operations of your outdoor winterized space once you receive the permit (promised within 36-hours) and the inspection will happen during the normal course of business.

, we know that sourcing heaters and tents is posing a challenge for some of you. Please contact us if you need resources. We are collecting information about vendors who are selling or taking orders for all varieties of outdoor patio heaters and tents. On the national PPP front
, there is a quick update for restaurants who received PPP loans under $50,000. You can now access a new forgiveness application designed to simplify the forgiveness and loan review process. This “streamlined” PPP forgiveness form does not require businesses to show the calculations used to determine their loan forgiveness amount. However, SBA may request information and documents to review those calculations as part of its loan review process. This is not “automatic PPP loan forgiveness,” as borrowers are still required to submit documentation to lenders on payroll costs, rent/lease payments, and utilities.

Joseph’s House 30th Year Anniversary Invitation

On October 1, 2020, several provisions included in the Fiscal Year 2021 Budget Support Emergency Act of 2020 (FY21 BSA) took effect. Permanent legislation, signed by Mayor Muriel Bowser, is currently under congressional review.
Changes include:
Permanently allows alcohol carry-out/delivery, extended hours
On-premises retailers may permanently sell alcohol for carry-out and delivery between 6:00 a.m. – 1:00 a.m. daily—an increase of two (2) hours per day. All alcohol sales must continue to be accompanied by at least one (1) prepared food item.
Registration with ABRA is required
. Registered licensees do not need to take any action to modify their carry-out and delivery hours. Licensees will be required to secure a Carry-Out and Delivery Endorsement to continue alcohol delivery on or after April 1, 2021. Additional guidance is forthcoming.
Moved up alcohol sales start time, extended alcohol delivery time window
On-premises retailers and manufacturers may start alcohol sales two (2) hours earlier at 6:00 a.m. daily. Off-premises retailers may offer alcohol for off-premises sales and delivery for two (2) more hours from 6:00 a.m. – 1:00 a.m. daily. Licensees must submit a
Change of Hours Application
. All applications are subject to approval by the ABC Board.
Increased number of dates eligible for extended hours
Six (6) additional days were added to the
Extended Holiday Hours Program
, and the Presidential Inaugural Week was extended to a 16-day period. On eligible dates, registered establishments can serve alcohol till 4:00 a.m. and operate 24-hours a day. Separate registration is required for both programs. However, in effect Mayor’s Orders and ABC Board emergency rulemaking have temporarily suspended extended hours and on-premises sales and service is limited to 6:00 a.m. to 12:00 a.m. daily. Applications for the Extended Holiday Hours Program are accepted on a rolling basis. Guidance on the Presidential Inaugural Week is forthcoming.
Enacted games of skill legislation, created alcohol license endorsement
Implements Games of Skill legislation providing oversight authority to the
Office of Lottery and Gaming
, requires alcohol establishments to secure a
Games of Skill Endorsement
from ABRA, and increases the permitted maximum number of devices to five (5) per establishment.
License Renewals
All Class B alcohol licenses expired on September 30, 2020
.
Establishments that do not renew their license by October 28 will receive a Notice to Cease and Desist. The ABC Board will then cancel non-renewed licenses on November 18, 2020. Licensees that do not intend to renew their alcohol license must email a signed letter requesting license cancellation to
abc@dc.gov
.
As a reminder, the ABC Board in August 2020, adopted emergency rulemaking waiving late fees for all On-Premises Retailer, Caterer, Manufacturer, Wholesaler, Solicitor, and ABC Manager license holders whose annual and renewal license fees were coming due on July 31 or September 30, 2020.
Additionally, if any of the aforementioned licenses are cancelled, the licensee may request reinstatement of the license until May 3, 2021, without the payment of any late fees provided that all annual and renewal licensing fees are paid.
