Issues with OTR and Incorrect Penalties & Interest (P&I)
|
Business owners:
If you are finding the DC Office of Tax and Revenue (OTR) has added P&I for unpaid sales taxes for February and March (even though you filed but didn't pay) you are not alone.
Unfortunately, we are finding that OTR’s systems and technology have not been able to keep up with the new policy changes. In other words, even though you should not (and ultimately will not be charged P&I), the system is having trouble adapting to the emergency change to the tax code.
Here are the rules:
The COVID-19 legislation expands OTR’s authority to abate interest and waive penalties for failure to timely pay sales and use tax due for periods ending on February 29, 2020 and March 31, 2020, provided certain conditions are met. All vendors who are required to file sales and use tax returns on either a monthly or a quarterly basis are eligible for this relief, except for hotels and motels that are permitted to defer real property taxes under D.C. Code § 47-811(b). See OTR Notice 2020-02.
The deferral of payment should be automatic. Since the automatic deferral may not be occurring, the advice is to refer you to the Office of the Taxpayer Advocate (OTA) to resolve this mistake.

Mayor Bowser Launches Online Survey for ReOpenDC
|
After launching the ReOpenDC Advisory Group, Mayor Muriel Bowser is seeking feedback from District residents, workers, and employers through an online survey.
“Like cities and countries around the world, the District’s response to COVID-19 has been unprecedented, and so too will be the process of reopening,” said Mayor Bowser. “Every resident has a seat at the table and an opportunity to share their perspective, thoughts, and dreams. Our hope isn’t just to simply ReOpenDC, but to be a better DC when we do reopen.”
The
ReOpenDC survey
asks residents to share their feedback regarding reopening, as well as any big ideas, concerns, or feedback about reopening.
“As Mayor Bowser has said, this is a once-in-a-lifetime opportunity to not just reopen our city but to build a more equitable DC,” said Secretary Chertoff. “By working with the community, we will help the Mayor develop a safe and sustainable approach to reopen the District and get our local economy up and running, and working for everyone.”
Mayor Bowser assembled the ReOpenDC Advisory Group to evaluate community feedback, synthesize expert health and medical feedback, evaluate national and global best practices, and make sector specific recommendations regarding plans for reopening after the District’s unprecedented response to COVID-19. The ReOpenDC Advisory Committee, co-chaired by Ambassador Rice and Secretary Chertoff, will envision and plan for a sustainable reopening of Washington, DC through community driven guidance, and in accordance with DC Values and health principles recommended by the Johns Hopkins Bloomberg School of Public Health.

The
Office of the Deputy Mayor for Planning and Economic Development
(DMPED) would like to share a few important announcements as it relates to the program and your application.
DMPED received more than 7,000 applications from you and your peers in the local business community.
Today, Mayor Muriel Bowser and DMPED announced more than $8 million in additional support for the DC Small Business Recovery Microgrant Program adding to the $25 million the Mayor invested to provide relief to local small businesses. By expanding the pool of resources, our intent is to support all eligible applicants.
DMPED will begin notifying applicants today about their award status and notifications will continue on a rolling basis through May 8.
After notifications are made, funding will be dispersed through local Community Development Financial Institutions (CDFIs) including City First Enterprises, Industrial Bank, Latin Economic Development Corporation (LEDC), Life Assets, Inc. and Washington Area Investment Community Fund (WACIF).

Small Business: The Heart of DC

It is hard to comprehend how swiftly the coronavirus has upended small businesses and our way of life. Under normal circumstances CNHED would be gearing up to launch DC Small Business Week the first week in May, but the coronavirus has preempted those plans for now. Instead, CNHED is partnering with small business support organizations and District agencies to coordinate a month-long virtual experience,
Small Business: The Heart of DC
, in May to help small businesses to plan, prepare and pivot for when we’re no longer sheltering in place. Now more than ever we need to find ways to rally behind our businesses, create a supportive community virtually to help us navigate and weather the days ahead.
Here are all the ways we’re planning to engage and support local small businesses in May:
Host virtual learning events & provide small business advising
We will be coordinating the delivery of virtual workshops and information sessions for small businesses to help them to plan and pivot for recovery. The webinars will cover a variety of pertinent and timely topics areas from A-to-Z. A calendar of events will be shared and updated throughout the month.
Present virtual DIY featuring small businesses
We know DC’s small businesses are diverse and dynamic. As we shelter-in-place, we want to create a platform for small businesses to demonstrate their expertise via virtual “do it yourself” (DIY) demos and tutorials. This is an excellent way for small businesses to showcase what they do best while connecting with new and existing customers.
Some ideas that come to mind are:

Wine tasting (get boxed wines delivered to your doorstep before the tasting),

Knitting 101 (it’s never too early to start working on that holiday gift),

To flatten the curve, the District of Columbia Government is offering free, appointment-required testing for residents experiencing coronavirus (COVID-19) symptoms. The District has testing sites located at United Medical Center (UMC) and the University of District of Columbia-Community College (UDC-CC) Bertie Backus Campus. What are COVID-19 symptoms?
Symptoms may include cough, fever, headache, new loss of taste or smell, repeated shaking with chills, sore throat, shortness of breath, and muscle pain.
Who can receive a COVID-19 test at UMC and UDC-CC Bertie Backus Campus?

Healthcare facility workers with COVID-19 symptoms or history of exposure to laboratory confirmed COVID-19 patient and employed in DC.

DC residents over the age of 65 with symptoms or history of exposure to laboratory confirmed COVID-19 patient.

DC residents with underlying conditions such as diabetes, heart disease, lung disease who also have symptoms or history of exposure to laboratory confirmed COVID-19 patient.
