Property Owners:
Appeal your property tax assessment now!
|
In March the DC government sent out new property assessments for Fiscal Year 2021. These assessments are based on values as of January 1, 2020. Since then, the world has changed. there is no question that commercial values are falling, rather than rising. The District CFO is aware of this issue and discussing internally what to do about it. We don't know what they will do. However, since the deadline to appeal property value assessments is April 30, it is recommended that every property owner who thinks that their building is over-assessed should
file an appeal online
by April 30. It is an easy one-page form and you can always decide to withdraw your appeal if the city lowers your assessment prior to adjudication. If you are a tenant, you can contact your landlord and encourage them to file an appeal.

Facebook Small Business Grant
application
is now live and will be open for 2 weeks. Information on the grants and criteria are below.
Facebook states “We’ve heard loud and clear that a little financial support goes a long way, especially in communities like the Washington D.C. area that have been hard-hit by the COVID-19 pandemic. For many small businesses, this can make a big difference, and that’s why we’re announcing a $40 million grant program specifically for small businesses in the United States that will help business owners across the country. We’re also placing a special emphasis on outreach to and investment in eligible minority and women-owned businesses due to the disproportionate negative impact that COVID-19 will have on these businesses, their employees, and the communities that they serve.”
Facebook will be distributing $800,000 to businesses right here in
Washington D.C.’s own backyard
, focusing where Facebook have offices and data centers.
The Facebook Small Business Grants Program will provide cash grants and ad credits to help:

DC Small Business Saturday: April 25
|
On Saturday, April 25, 2020, DC retailers and other small businesses affected by COVID-19 closures are coming together to encourage you to #shopsmall in the District of Columbia. As business owners, our success relies on support from local shoppers. Over the past few weeks, the escalating toll of coronavirus shuttered our storefronts and rapidly redefined our operations. As we’ve quickly pivoted to focus on online sales, we’ve remained encouraged by Washingtonians’ support.
We're encouraging all district residents to make an online purchase at a local retailer on April 25. Many of us will be offering free shipping, along with day-of promotions and deals.

Small Business Relief Grant

LISC's Small Business Relief Grant opportunity
; we encourage eligible small businesses to apply. LISC has opened up its second round of small business grant funding (up to $10,000), and is accepting applications through Tuesday, April 28th. The link to the application

Please note that this grant fund is being managed by the LISC national office in New York. Priority will be given to Minority/Women/Veteran owned businesses however LISC does expect a large amount of applications. Award winners will be selected via a lottery process.

While Mayor Bowser and Governors Hogan and Northam sent a letter to the Trump administration encouraging the continuation of telework for federal employees, we are also beginning to see regional leaders taking into consideration key indicators needed as we approach a phased-in reopening. Today, Mayor Bowser addressed this and we expect Governors Hogan and Northam to share similar information tomorrow. RAMW is finalizing our industry reopening recommendations, based on your feedback, to provide these leaders with industry input and small business impact.
DC Updates
In a press conference Thursday, Mayor Bowser provided a situational update on when DC can reopen. While no actual dates were provided, important markers were identified that have to be met in order for Phase 1 of reopening to occur. DC’s stay-at-home order remains through 5/15.
Markers:

Consistent downward trend of new cases for 2 weeks

Healthcare system must be able to treat everyone that needs it without using Crisis Standards of Care
-
Widespread contact tracing abilities
-
Based on current projections, DC will need a team of 900 contact tracers before moving into Phase 1. Mayor Bowser said that contact tracing is happening now and steps are in motion as DC develops these teams. With the infrastructure they are building to reopen, there is light at the end of the tunnel.

Increase testing capabilities
Currently, the Mayor’s approach to reopening will be in line with White House guidance which uses a phased approach. The White House plan can be found
here
. While the Mayor did not explicitly state that guidance for each phase will be identical, the White House plan categorizes restaurants as a large venue and allows them to open in Phase 1, operating under strict physical distancing protocols.
Mayor Bowser created a Reopen DC Advisory Group that consists of twelve committees. One of the committees is focused on restaurants and food retailers and RAMW leadership has a seat on the Committee, which meets this evening. The Johns Hopkins Bloomberg School of Public Health will advise the Reopen DC Advisory Committee.
Unemployment Insurance Updates
: DOES is actively working to increase the rate of payment for Unemployment Insurance and has increased the number of call takers. To date DOES has paid over $90 million in Unemployment. Mayor Bowser said this week people receiving UI should see the additional $600 from Federal Pandemic Unemployment Compensation.
Starting today, freelancers, independent contractors, gig workers and self employed individuals can apply for Pandemic Unemployment Assistance. To receive real time information when the application is available email
