Adams Morgan Moratorium Hearing
|
The Alcoholic Beverage Cannabis Administration (ABCA) will hold a hearing at
10:30 a.m. on Thursday, July 13, 2023
, to receive public comment concerning the renewal of the Adams Morgan Moratorium Zone. The Board recently extended the moratorium on an emergency basis. It now seeks comment on a resolution adopted by Advisory Neighborhood Commission (ANC) 1C that, if approved by the Board, would increase the number of allowable tavern licenses to 25 to be phased in with no more than 4 new tavern licenses per year. The ANC Resolution is available on ABCA’s website www.abca.dc.gov.

about two legislative proposals to help our local independent restaurants turn the corner on the pandemic and transition from the tipped wage. Both bills have a hearing next week on June 8.

If passed, the Dram Shop Clarification and Workers and Restaurants Are Priorities Acts would significantly
cut the cost of liquor liability insurance
, defer one scheduled increase in the
tipped wage and end it in 2025
, waive sales tax on service charges for small groups, and much more.

Background:
RAMW has been working behind the scenes for months on a legislative package to support the transition from both the pandemic and end of the tipped wage.

Despite all the good these laws could accomplish, there are opponents actively working against them.

"How To" Spotlight from the Alcoholic Beverage & Cannabis Administration
|
Business Closure, Relocation Guidance
When a licensee decides to temporarily or permanently cease operations, or relocate their alcohol licensed business, proper procedures must be followed to remain in compliance.

Closures
Licensees must submit a Safekeeping Application or License Cancellation Application if a business will be closed for 21 or more consecutive days. A license in Safekeeping must be renewed biannually. The safekeeping semi-annual renewal deadlines are March 31 and September 30. Failure to submit a request or pay the semi-annual fee may result in license cancellation.
A license must be placed in safekeeping or cancelled if the business is permanently ceasing alcohol service or closing all operations. Both application types require the business’s alcohol license to be attached. Applications are subject to ABC Board approval. Licensees seeking to transfer unused and unopened alcohol to either an ABCA-licensed Wholesaler and/or business, must also procure an alcohol disposal permit. Permits are valid for 30 days from the date of issuance.
To request a permit, licensees must submit a signed and dated request detailing whether the alcohol will be transferred back to a named Wholesaler or DC-licensed alcohol venue. A product inventory must also be provided. Requests should be emailed to

Relocations
Liquor licenses that are moved to a new location are subject to a public comment period and ABC Board approval. To secure approval, licensees must submit an Alcohol License Application requesting a location transfer. Licensees are required to apply to put their license in Safekeeping if they cease operations for 21 or more consecutive days at the original licensed location. The same aforementioned Safekeeping renewal and alcohol disposal permit requirements apply. Licensees may NOT start to operate at the new location without ABC Board approval or at both the original and new location concurrently.
Extended Hours
Venues interested in participating in the
Extended Holiday Hours Program
must register at least 30 days before the first eligible holiday period in which they would like to participate. Upcoming registration deadlines:

DC Freight Plan Update Public Input Survey
DDOT's New Freight Plan: A freight plan is a federally required document that defines short-and long-term vision and goals along with objectives and performance measures for the District freight system. Since the enactment of the Bipartisan Infrastructure Law (BIL) in 2021, states are required to update their freight plans every four (4) years.
The Freight Plan Update will develop recommendations and strategies to support the safe and efficient movement of goods and freight vehicles in the District. The recommendations from the plan will allow DDOT to make strategic investments to the District freight system.

💸 Commercial Property Acquisition Fund (DMPED)
The Commercial Property Acquisition Fund will provide eligible businesses with down payment assistance of up to $750,000 or 25% of the sale price, whichever is less, for the acquisition of commercial property in the District. This year, businesses will need to complete three mandatory sessions in order to apply for the Fund. OPEN now on a rolling basis until funds are expended.
