Restaurant Revitalization Fund (RRF):
We know that most of you were focused on applying for the RRF on Monday. Overall, we heard from many of you on some issues, but we also heard it went fairly smoothly in comparison to other federally-supported relief programs. For those who are still planning to apply but have not yet, most operators told us it took roughly 20-30 minutes (as SBA predicted it would) if you go into it with all of your application information and required documentation pulled together ahead of time. Many operators applying yesterday encountered a few hiccups related to the DocuSign function at the end, which took some as many as 5 hours to finally see their application confirmation go through. SBA worked on that issue, which was rooted in the volume of applications on opening day, and that does not appear to be an issue anymore. The SBA has not shared the number of applications they received on day one, but they indicated that it was the quantity they predicted.
Now comes the waiting game. For those who have applied, we will keep you up to date with any information we can on how long this process will take. We know that for the first 21 days, SBA will be processing and funding applicants in the priority groups (majority women-owned, veteran-owned, or socially or economically advantaged-owned). After the priority period, SBA said their goal is to process and fund all applications turning the money around to you within 14 days from when you are approved. This is assuming they are not having to come back to you to request additional information, or corrections to your application. You will receive email updates regarding the status of your application as they move forward in this process. You can also log into your SBA account at any time to see any messages or updates on progress there.
Many organizations at the local and national level are advocating with members of Congress to find ways to replenish RRF. There is not significant movement there as of yet, but it’s a critical topic on the national agenda, as is funding to incentivize getting people back to work.
On the local front
, you likely know by now that there was a lot of confusion over the weekend related to the City’s official guidance on masks. An Executive Order was released on Friday evening which suggested that people could enter businesses in DC without a mask if they were fully vaccinated. This order was later rescinded and a revised version was reissued Saturday evening. Click here for the most up-to-date version.
Some quick highlights on what it includes:

Everyone must still wear a mask to enter a restaurant or business
-
Businesses can, however, require proof of vaccination. If they do so for admittance, registration or employment, exceptions must be made for people with medical issues or religious beliefs that bar vaccinations.

Two weeks after getting vaccinated people can:
-
gather indoors in a small group without wearing a mask
-
skip masks for outdoor activities, including dining, with their household, or with a small group of friends and family, unless there is a crowd
-
skip masks for outdoor activities, including dining, with a small gathering of vaccinated and unvaccinated people with whom they do not usually socialize. However, social distance must be maintained and those not fully vaccinated must continue to wear masks.
-
Employers can set more strict rules for their employees.
-
Most vaccinated people exposed to someone with COVID-19 no longer have to quarantine, unless they start showing symptoms.

On reopening
, a reminder that some new allowances went into effect on May 1. In DC, restaurants can now have 10 people to a table indoors or outdoors, live music is permitted outdoors, and guests are no longer required to order food with alcoholic beverages when dining outdoors. On private dining, special events and weddings, capacity is now allowed at 25% indoors and outdoors (with a waiver for attendance greater than 250). Seated live entertainment (theaters, music venues) can open at 25% (or up to 500), and regional business meetings and seated conventions will be allowed indoors and outdoors at 25% capacity (with a waiver for attendance greater than 250).

In closing, the narrative from President Biden and many other state and local leaders is that they want our country and local jurisdictions to keep moving forward in an effort to get closer and closer to normal. Biden announced a goal today for 70% of Americans to be vaccinated by July 4th, and Maryland’s Governor Hogan is pushing for a return to normal as early as Memorial Day. We continue to push the Mayor and DC officials on reopening the City beyond its current restrictions and we will pull you into further outreach efforts this week. The City seems to want their narrative to be that “DC is open for business”, and we are pushing them to match their actions to that narrative.

. The services are dedicated to improving or creating an existing or new streatery, patio, sidewalk cafe, or other outdoor dining space. The

The Mayor’s Office of Nightlife & Culture (MONC) would like to share some important information about the ReOpen Washington, DC Alcohol Act that was
introduced
to the Council by Mayor Bowser. For those of you that do not know, the
legislation
proposes several innovative approaches to help rebuild the District’s economy by providing businesses and patrons with expanded opportunities; bringing essential services, including new full-service grocery stores, to Wards 7 and 8; and maintaining the city’s reputation as a top destination to live, work, and dine out.
Do you want to keep streateries? Would you like to continue to sell “to-go” drinks? Then we need your help to showing support for this bill!
Since the public health emergency began last March, the District has led the nation in pivoting to support restaurants and food service establishments through various funding opportunities, including the $100 million Bridge Fund, the $33 million DC Small Business Microgrant Program, the Ward 7 and 8 Microgrant Program, the Small Business Resiliency Fund, and the Streatery Winter Ready Grant Program. As we move toward a new normal, we are looking to create more innovative programs that help local businesses make it to the other side of this pandemic and that’s why we are asking you to support the
ReOpen Washington, DC Alcohol Act
.
Some of the most prominent provisions in the Act are:

Extending programs introduced on an emergency basis, including Streateries
-
Establishing a Commercial Lifestyle License that allows patrons to walk around and consume alcohol purchased from on-premises establishments within predefined boundaries

Creating a new 25 percent full-service grocery store Class A License to help attract new full-service grocery stores to Wards 7 and 8; applicants interested in using this license to open a Class A grocery store in Wards 1-6 must first operate such a store in Wards 7 and 8 for at least six months

Amending several licensing operational requirements

Notice is hereby given that, pursuant to section 19 of the Business Improvement Districts Act of 1996, effective May 29, 1996 (D.C. Law 11-134; D.C. Official Code § 2-1215.18) (“Act”), the Department of Small and Local Business Development (DSLBD) will hold a public hearing on the recertification of the Adams Morgan Partnership Business Improvement District.
