Mayor Bowser Extends Stay At Home Order To June 8; Scheduled To Present Revised FY2020 & Proposed FY2021 Budget on Tuesday, May 19

During today's COVID-19 situational update, Mayor Bowser announced that the existing stay at home order for the District of Columbia which would have expired on May 15, 2020 is now being extended through June 8, 2020 . Should the metrics change that would allow the District to safely reopen, the Mayor has the ability to revisit the public health emergency orders for Washington, DC prior to the June 8, 2020 date.

The Mayor's Fiscal Year 2021 Proposed Budget and Financial Plan will now be transmitted to the DC Council on Monday, May 18, 2020. As such, the DC Council has revised the budget oversight hearing schedule which is included below for your review and records. The new date for the Mayor to present the proposed budget is now set for May 19, 2020.

Additionally, Mayor Bowser announced a new pilot program granting waivers to educational and academic retail shops - such as those that sell books - to do curbside and front door pickup. The pilot will start with locally owned businesses spread out across DC. No customers will be allowed inside the stores, and businesses will be required to share data about sales, hours, how they adjusted operations, and what worked and what didn’t. FDA Re-Opening Checklist for Restaurants

The FDA is providing a food safety re-opening checklist for previously closed food establishments or those that have been open with limited service during COVID-19. This checklist addresses key food safety practices for food establishments to consider when re-opening and restarting operations. This is not a comprehensive list, and more reopening guidance will be issued by the DC Department of Health as it relates to local requirements, but this is a good place to start.


Free Radio Promo for Local Restaurants

WHUR Radio has created an "Open for Business" free on-air promo that will highlight local restaurant businesses. Operators can talk about what they are offering during COVID-19, including take-out and delivery, and share a link to order. Alternatively, they can feature their chef, a special menu, etc. The platform will be Instagram Live - reaching WHUR's 14,000 followers, and the recording will also be linked to their Facebook followers (85,000), with information listed on whur.com . Small Business: The Heart of DC "Biz-to-Biz" Friday Gift Card Giveaway

On Friday, May 15, CNHED is kicking-off a "Biz-to-Biz" Friday Gift Card Giveaway .  We’re calling on all DC small businesses to register in order to participate in our weekly gift card giveaway. CNHED will randomly select and purchase 3 gift cards from local small businesses, and randomly giveaway the gift cards via Zoom on Fridays this month.

CNHED is partnering with small business support organizations and District agencies to present Small Business: The Heart of DC during the month of May. COVID-19 Small Business and Nonprofit Survey Results

The D.C. Policy Center received nearly 500 responses combined from small businesses and nonprofits based in D.C. and in the broader metropolitan area. While these surveys were from the early weeks of the pandemic when we did not fully appreciate its deepest impacts, by pairing these qualitative responses with national surveys and economic data, we can nonetheless provide a look at how they are experiencing the COVID-19 crisis, and what they need to survive and recover in the months ahead:

  • Small businesses were caught unprepared for the unprecedented demand shock. They worry that what took years to build—their staff, customer base, and strong relationships with their banks and creditors—will be broken beyond repair.
  • Nonprofits have been hit especially hard. Those which rely on events as fundraisers, contracts for services for other small entities, or retail sales as their revenue sources, have taken a significant revenue hit. In results mirrored recently in the Wall Street Journal , the Policy Center found that nonprofits have quickly switched to remote services where this could be done or expanded their services to include things that do not require contacts, but many eliminated their volunteer programs because of health risks involved.

In sum, the landscape of small business and nonprofits will look different at the other end of the pandemic, barring additional supports from the federal and local governments or philanthropy.

The Honorable Muriel E. Bowser, Mayor, District of Columbia will receive recommendations this week regarding reopening the City from the ReOpen DC Advisory Group and now on Monday, May 18th will formally transmit to the DC Council the City’s revised 2020 budget and proposed 2021 budget and financial plan. Said budgets to address approximately $721 million shortfalls for Fiscal Year 2020 and $773 million shortfall for Fiscal Year 2021. In addition, the Mayor’s stay at home order is set to expire on May 15th unless it is amended, rescinded or adjusted.

What does this all mean? How does COVID-19 impact the City’s finances? What’s the plan for reopening the City? How will health concerns be addressed?
