, placed between the newly planted trees! We've also adorned our streetlights with ornaments and garland to get everyone in the holiday spirit!

December AMPBID Board Meeting
|
The next board meeting of the Adams Morgan Partnership Business Improvement District (AMPBID) will be on Tuesday, December 14 at 5pm via Zoom. In addition to regular business, we will be joined by Solana M. Vander Nat, the new director of the Mayor's Office of Nightlife & Culture and Captain Riley Hong of MPD 3D.
The board will also consider a resolution promoting pedestrian and transportation safety.

Great Streets Grants applications open this week

The Request for Applications (RFA) is expected to be released by Friday, December 10.

The Great Streets Retail Small Business Grant is the hallmark grant opportunity for the Great Streets program. The grant has helped hundreds of small businesses renovate their storefront to attract new customers and drive profitability.
The purpose of the grant is to support existing small businesses, attract new businesses, and transform designated commercial corridors into thriving and inviting neighborhood centers.

We are starting today’s message off with some good news.
Bipartisan legislation to restore the Employee Retention Tax Credit (ERTC) for October-December 2021 was introduced today. Representatives Carol Miller (R-WV), Stephanie Murphy (D-FL), Terri Sewell (D-AL), and Kevin Hern (R-OK) are leading the “ERTC Reinstatement Act,” allowing struggling small businesses to access up to $7,000 in tax credits for each eligible employee’s wages during the fourth calendar quarter of 2021. This bill’s future in the Senate is unclear, so it is important to show strong support.

In another bit of good news regarding ERTC, the IRS issued guidance for employers who accidentally utilized ERTC in October – December 2021, the fourth calendar quarter, before it was clear that the recent passing of the Infrastructure bill terminated the ERTC program. Employers who received an advanced ERTC payment or reduced their employment tax deposits can repay or deposit the taxes without penalty. This is a direct result of the National Restaurant Association's advocacy. The NRA is hosting a webinar on ERTC changes on 12/16.

Deadline for RRF Reporting on 12/31/21.
A reminder on RRF that all RRF recipients have until March 11, 2023 to use award funds. However, no later than December 31, 2021 all recipients are required to report through the application portal how much of their award has been used against each eligible use category. If the recipient fully expends their funds prior to December 31, 2021, they will be asked to certify in the application portal that proceeds have been used on eligible expenses. All recipients that do not fully expend award funds prior to December 31, 2021 will be required to complete annual reporting submissions until they fully expend the award funding or the period of performance expires. SBA reserves the right to request supplemental documentation needed to validate the certification. For more information on reporting use of RRF funds,

Advocacy for RRF replenishment is nonstop, however bipartisan support is necessary to really make this move, and currently, we need more Republican support and co-sponsors. Please continue to use your voice through whichever platform or method you prefer.

In DC, there was some great news coming out of yesterday’s Legislative Session.
Two bills introduced by Councilmember McDuffie unanimously passed the first reading yesterday, both are extensions of what is already in place. The first is the
Fair Meals Delivery Second Temporary Act
, which prohibits a third-party meal delivery platform from arranging to deliver a meal order from a restaurant without first obtaining an agreement with the restaurant. The second is the
Streatery Program Extension Temporary Amendment Act of 2021
, which extends Streateries until April 30, 2022 at no cost to a licensee. Currently they are set to expire at the end of the month. This extension is necessary because there have been delays in the ReOpen DC legislation which would make streateries permanent. We are working with DDOT to finalize permanent regulations that are beneficial to our industry.
DC Extended Holiday Hours
. Interested DC operators can register for extended Holiday Hours in 2022. Twelve holidays in 2022, including DC Emancipation Day and Juneteenth, are available for extended hours of service. Registered licensees can serve alcohol until 4:00 am and operate 24-hours a day on select dates. Registration is free and participation is optional. Settlement Agreements, Mayor’s Orders, and Board Orders apply. You must apply at least 30-days before the Holiday.

DC Food Access Fund.

The Food Access Fund has $7 million to offer restaurateurs, grocery store owners, and other food vendors who want to open locations in places with few food options, specifically wards 7 & 8. Dear friends,
I'm excited to announce the beginning of SUSTAIN, my new public art project addressing climate justice, farming, and food insecurity funded by the DC Commission on the Arts and Humanities' Public Art Building Communities Grant Program. I am thrilled to be working with curator Sarah Tanguy. I am also collaborating with Paris Preston, Leena Jayaswal, and Sonia Herrero on the film and soundwalk, with herbalist Geo Edwards and artist Maps Glover, and with so many other members of the Storytelling with Saris community in DC and Bangladesh. After a series of public workshops, there will be a large-scale public installation in June 2022 at Unity Park and the Line Hotel with poetry-covered saris, a soundwalk, a film screening, and a poetry slam. We are partnering with Licking Creek Bend Farm.
On Saturday December 18 at 11 am to noon, we will be doing
a preview performance
in Unity Park across from the Line Hotel. The event is free and ASL will be provided. Bundle up and join us on 12/18 and also pick up veggies, baked goods, or a wreath from the farmer's market! We need to support our local growers.

Beginning January 1, no one may sell or use a gas-powered leaf blower in the District of Columbia, except on Federal land. The law is intended to reduce the climate and public health risks — as well as noise — associated with these appliances.
Electric leaf blower rebates:
If you are interested in replacing your gas-powered leaf blowers with cleaner, electric versions, the DCSEU is offering commercial and residential rebates! Residents can receive $50 cash back on qualifying leaf blowers and businesses licensed in the District can receive $75 cash back on up to 5 qualifying electric leaf blowers.
Gas-powered leaf blower disposal instructions:
For residents in the District, leaf blowers need to be disposed of in the trash. However, before disposal, drain fluids such as gas and oil. Take gas and oil to Household Hazardous Waste (HHW) drop-off at the Benning Rd Transfer Station (3200 Benning Rd. NE). Gas and oil cannot go in the trash. For businesses, check with your solid waste hauler for disposal instructions.
