The beloved Adams Morgan Farmers Market is now operating at Unity Park in front of The LINE Hotel DC. Unity Park is the triangle park at the confluence of Columbia Rd., Champlain St., and Euclid St., NW. The market is celebrating its 49th year in the neighborhood. The market will be open from 8:30am - 1pm on Saturdays through Christmas.
Parking around the park will be restricted from 5am - 3pm on Saturdays for the market to allow for the vendors' trucks --
cars will be towed if they violate the parking restrictions

We have many updates for you, so we are going to jump right in. We know a lot of you have questions surrounding the COVID close contact protocol, so we would like to take this time to provide a refresher of the actions that should be taken, if an employee tests positive for COVID, is in close contact with someone that has tested positive, or has been contacted by a third party contact tracer.
Below are steps outlined by the DC Department of Health:
First
, an employee that tests positive should be removed from the workplace immediately and all close contacts of the person notified. Close contact is defined as being within 6 feet of an individual with COVID 19 for more than 15 mins over a 24 hour period, while the person was infectious. Also, all identified close contacts should be directed to get in touch with their primary care provider, or follow the specific instructions provided by the third party contact tracer reaching out, as each person has unique health issues. At a minimum, employees will likely be expected to be tested at a nearby testing site.
Exposure Protocol For
Vaccinated
Individuals
: DC Health guidance provides that individuals that are fully vaccinated against COVID-19, have tested positive for COVID-19 within the last 90 days, or have tested negative after being notified they were in close contact with a COVID-19 positive individual, that do not currently have any symptoms consistent with COVID-19 are cleared to return to work and may report to their physical worksite on their next scheduled workday. As a reminder: An individual is considered to be fully vaccinated against COVID-19 if it has been at least 14 days since they received their final dose in a COVID-19 vaccination series (after the second dose of a 2-dose series, or after one dose of a single-dose vaccine).

Individuals
: DC Health guidance provides that individuals that are not fully vaccinated against COVID-19 who are within close contact of a person who tested positive, should contact a health care provider and self-quarantine for a minimum of 10 days, as long as they do not develop symptoms of COVID-19 at any point during quarantine and they continue to self-monitor for symptoms until 14 days after the exposure date. Depending on how you were notified of your close contact exposure, your healthcare provider or contact tracer will provide additional counseling on quarantine measures, as each case is nuanced which may result in shorter or longer quarantine windows.

On the updated mask requirement in DC
, we have received many questions from you, and would like to provide clarity. This mandate is exactly like the previous one that required masks indoors. A mask must be worn unless a person is eating or drinking. For example a person should be masked when: they enter your establishment, if they are going to the restroom or walking around and not eating or drinking. Compliance continues to be important as this mandate is preventative in nature to avert a surge that could lead to further restrictions. The more effective people are in abiding by the mandate, the shorter the mandate is likely to be in effect.
On the legislative front in DC
, the Council met yesterday for the second reading of the Budget Support Act. As we previously shared, it includes a grant program which was conceived and advocated for by RAMW over the past year.
This is a HUGE victory and will provide meaningful, necessary relief for our industry. The grant program is funded with $40 million dollars and would be available to a small business operating a restaurant, tavern, nightclub, entertainment venue, or retail establishment on leased property with revenues of less than $5 million dollars in 2020. The program will pay up to one-third of rent accrued during the period of April 1, 2020 to March 30, 2021, provided the landlord abates and the tenant business pays to the landlord a third of the rent.

As you have likely seen at this point, New York City is requiring that customers must be vaccinated in order to dine indoors in the City. This move is in response to the rise in cases due to the Delta variant which has caused alarm. There are many diverse and passionate views about voluntary and/or mandated vaccination requirements for employees and customers, understanding that no one wants to revert back to capacity limits or shutdowns. It is clear that the new mask mandate in DC is a step towards preventing this, but as the vaccine requirement for indoor dining has gone into effect in NYC, and we have seen some local restaurants already instituting this policy, we would like to hear from you about where you stand on this issue. for a quick update from the National Restaurant Association on RRF replenishment, ERTC, PPP forgiveness and more. As expected, the $1 trillion dollar infrastructure bill does not include RRF replenishment, and is focused on traditional forms of infrastructure. Next, the Democrats are focused on a “Human Infrastructure” bill, which is a good vehicle to address replenishment of RRF. Pending in Congress, the RRF Replenishment Act and the ENTRÉE Act both address additional funding, and provide a good signal that there is still bipartisan Congressional support for our industry. As you know these developments are ever-changing. A spot of good news: If you’re appealing your Paycheck Protection Program loan forgiveness decision, you won’t have to start paying back your loan just yet.
In its latest interim final rule (IFR), the Small Business Administration announced that anyone appealing a forgiveness decision, now or in the future, can defer loan repayments. Prior to the ruling, borrowers were expected to begin making loan payments as originally scheduled (10 months after the eight- or 24-week covered period ends), regardless of the status of their loan appeal. Going forward, you’ll no longer need to make principal and interest payments on the loan until after your appeal is resolved. If your loan ends up being fully forgiven, you may not need to pay anything at all.
