RAMW Update Regarding Phase 2
|
Mayor Bowser issued the official Order, which allows DC to enter Stage Two on Monday, June 22nd at 12:01am. Stage Two allows for indoor dining at 50% capacity. The Department of Health released important guidance documents and the following measures should be implemented to help reduce the risk of COVID-19 transmission amongst employees, patrons, and the community. Please read the
guidance document
in full as it shares important information for employees, customers and operations. The Mayor’s Order outlines the below requirements, but also includes further recommendations.

Service is limited to outdoor service and indoor service up to 50% capacity to seated patrons only (including hotel restaurants), with tables placed so that patrons are at least 6 feet apart, or to carry-out service

Bar areas where a bartender is present must remain closed to patrons for seating and standing. Bar areas where a bartender will not be present may seat patrons with proper social distancing and table style service. Establishments with multiple bar areas must designate each bar area as either for staff use for bartending or for patron seating. No standing is permitted at the bar area.

Tables are still limited to 6 persons, preferably from the same household.

Reservations are encouraged and customers should provide names and contact information and record time of arrival, and are encouraged to keep dining logs to facilitate contact tracing if necessary.

If you are currently offering any outdoor on-premise dining any representative from your restaurant must take a mandatory 20-minute webinar on protocol requirements from the DC Department of Health.
Only one person from the restaurant needs to take this webinar. If you have already completed this webinar, at this time you are not required to take an additional webinar to operate indoor dining, and instead DOH will send you additional information. If you have not yet taken the 20-minute webinar you must email
food.safety@dc.gov
to register, and complete it within two weeks of offering ANY on premise dining whether outdoor or indoor.
We have also heard from some of you that it has been difficult to ask customers to remain in masks when they are not eating, or to follow social distancing requirements and other guidelines at times. We know this can be an uncomfortable conversation, and we know you want to operate in a way that is in compliance. The Office of Tax and Revenue sent communications out this week stating that the sales of food, drink, and alcohol for consumption on-premises prepared by restaurants, bars, and similar establishments are subject to sales tax at a rate of 10%. Sales of alcoholic beverages for consumption off-premises are subject to sales tax at a rate of 10.25%. You are required to collect sales tax as usual and remit that tax to OTR. As this is a statutory issue we will work with the Council to clarify that on or off premise consumption of alcohol from a restaurant will be taxed at 10%. It is reasonable that this fix will happen as making the adjustment will not have a fiscal impact.

The full Adams Morgan Farmers Market is now open on Saturdays with the LICKING CREEK BEND FARM, RAVENHOOK BAKEHOUSE and REMIE'S FLOWERS and PLANTS.
The market will observe City approved social distancing as well as extra health and safety precautions.
Our new hours are 8:30am - 12:30pm at Suntrust Plaza, 18th Street and Columbia Rd.
Licking Creek Bend Farm has established a CSA Subsidy Program for first responders, essential service providers and families deeply impacted by the pandemic. We already have 25 families participating and seek donations to support their subsidized membership fees. Limited Indoor Dining Can Resume Monday
|
Tables up to six persons permitted indoors under Phase Two of District’s reopening plan
In line with Mayor Muriel Bowser announcing the Monday, June 22 start of
Phase Two of the District’s reopening plan
, the Alcoholic Beverage Control (ABC) Board on Friday unanimously voted to adopt
emergency rulemaking to allow for limited indoor seating and capacities
. The current prohibition against indoor dining at alcohol establishments will be lifted at 8:00 a.m. on June 22.
Under the new guidelines, establishments may seat up to 50 percent of the lowest occupancy load or seating capacity as determined by their certificate of occupancy (excluding employees), and parties of up to six (6) persons may be seated together indoors.
All other
Phase One guidelines that went into effect on May 29
continue to apply, including operating and service hours (8:00 a.m. – midnight, daily); requirements for reservations, table spacing, mask or face coverings and food menus; and restrictions on standing, close contact activities such as dancing, and self-serve buffets.
Alcohol establishments do not need to register with the District to begin offering indoor dining but they may not serve patrons indoors prior to 8:00 a.m. on Monday.
Restaurants, taverns, and other on-premises retailers may continue to offer outdoor dining as part of Phase Two.
Only those businesses wanting to add new or expand outdoor seating in public and/or private space must register
. New and expanded outdoor locations approved by the District may be used through midnight, October 25, 2020.
The Alcoholic Beverage Regulation Administration will host
virtual Phase Two Information sessions
for ABC licensees on
Tuesday, June 23
and
Tuesday, June 30
from 10:30 a.m. – 11:30 a.m. Participants will be able to ask specific questions following a short presentation. Registration is required.
