CNHED hosts FY2016 DC budget briefing on April 15

CNHED (Coalition for Nonprofit Housing and Economic Development) will be kicking off its budget advocacy efforts starting with our FY16 Budget Briefing on Wednesday, April 15th from 12:00 - 2:00 pm.

Now that the Mayor has released her FY16 budget, we’ve been busy digging in to the details!

Join CNHED at our April Monthly Meeting to learn its impact on community economic development in DC. Hear directly from:

Polly Donaldson , Director of DC Department of Housing and Community Development,

Adrianne Todman , Director of DC Housing Authority, and

Karima Woods , Deputy Director of Business Development & Strategy, Office of the Deputy Mayor for Planning and Economic Development

They will speak about funding levels for & any changes in important programs like the Housing Production Trust Fund (HPTF); Home Purchase Assistance Program (HPAP); Small Business Technical Assistance (SBTA); Permanent Supportive Housing (PSH); Local Rent Supplement Program (LRSP); and Great Streets, as well as their impact on the future production and preservation of affordable housing or support for small businesses in DC.

This April 16th is the 153rd anniversary of the Emancipation of more than 3000 slaves in Washington, DC. This year also marks the 150th anniversary of President Lincoln’s assassination and the sesquicentennial anniversary of the end of the Civil War.

The Office of the Secretary of the District of Columbia and Fords Theater will host a series of activities beginning April 8th, leading up to Emancipation Day. Activities planned by the Office of the Secretary are in partnership with DC Archives, African American Civil War Memorial & Museum, and George Washington University.

Events include an 11 am parade down Pennsylvania Avenue to Freedom Plaza and a 5 pm concert at Freedom Plaza, 8:30 pm fireworks and a 9:15 pm screening of the movie Selma.

Affordable Care Act (ACA) provision

Small Business Health Care Tax Credit - The Small Business Health care Tax Credit helps small businesses and small tax-exempt organizations afford the cost of covering their employees and is specifically targeted for those with low- and moderate-income workers. The credit is designed to encourage small employers to offer health insurance coverage for the first time or maintain coverage they already have. In general, the credit is available to small employers that pay at least half the cost of single coverage for their employees.

Third Party Payers - Many employers outsource some of their payroll and related tax duties to third-party payroll service providers. They can help assure filing deadlines and deposit requirements are met and greatly streamline business operations. There have been recent prosecutions of individuals and companies who have, acting under the guise of a service provider, stolen funds intended for payment of employment taxes.

Capital Bikeshare Membership rates increase on May 1

After more than four years of service, the jurisdictions that operate the Capital Bikeshare program will be implementing the system’s first price increase. These price changes are necessary in order to keep up with rising operating costs and future expansion of the system’s operations.

Note: Trip usage fees will remain unchanged.

The system launched in September 2010 with 114 stations, and has since added more than 200 stations, doubled its regional footprint from two to four jurisdictions and expanded existing stations to better meet demand – all while the membership price has remained constant. In addition, labor costs continue to rise in accordance with the Consumer Price Index and Department of Labor Employment Cost Index. This labor includes rebalancing bikes, keeping the bikes safe and operational, repairing docks and terminals when they break, updating software and operating a call center to assist all short and long term members. To offset these cost increases, the incremental revenue from the price changes will allow the system to continue to provide the highest quality service for the largest bikeshare system in the country (as measured by station count).
