|
As 2021 comes to a close, we'd like to take a moment to pause and recognize our members, partners, and supporters. Without all of you, AMPBID would not be as effective at keeping Adams Morgan clean, safe and friendly. For the second year now, COVID-19 has ravaged the District of Columbia, but it is because of your hard work that we've come this far in pandemic response, resilience, and recovery. We hope 2022 brings more health, safety, and security to all of you. With all of you by our side, we are ready to take on the new year.
Thank you again for your partnership as we all learn to live with this virus and also learn more each day about what we need to do to keep our community healthy and thriving.
Our offices will be closed on Friday December 24th and also on Friday December 31.

DC Will Require Vaccination at Restaurants, Gyms, Theaters, and Other Indoor Venues Starting January 15
|
To help stop the spread of COVID-19, the District of Columbia is launching a
city wide vaccination entry requirement
(VaxDC), which calls for establishments to verify that patrons are vaccinated against COVID-19.
On January 15, 2022, per Mayor’s Order 2021-148, the District of Columbia will adopt a city wide vaccination entry requirement that requires COVID-19 vaccination to enter indoor facilities within the city.
Timeline for Vaccine Requirements

January 15, 2022: one dose for ages 12+
-
February 15, 2022: fully vaccinated for ages 12+
Proof of vaccination against COVID-19 is required in the following locations:
Indoor food and drink establishments, such as:
-
Restaurants
-
Nightclubs
-
Taverns
-
Coffee shops
-
Food halls
Indoor cultural and entertainment establishments, such as:
-
Concert, live entertainment and sporting venues
-
Movie theatres
-
Bowling alleys
Indoor exercise and recreational establishments, such as:
-
Gyms
-
Fitness studios
-
Any facilities used for group fitness classes
-
Recreation centers
Indoor event and meeting establishments, such as:
Required Signage
Beginning on January 15, 2022, businesses shall display prominently, visible to patrons prior to entry, a notice informing patrons that proof of vaccination is required to enter any indoor portion of a covered location. Sample advisory notices are available for download in PDF format

Proof of Vaccination
Before patrons can access the indoor portion of the business, a business is required to check the patron’s proof of vaccination.
One of the following options will demonstrate proof of vaccination:

A physical Center for Disease Control (CDC) Vaccination Card

A digital copy/photo of a CDC Vaccination Card
-
A COVID-19 Verification App such as VaxYes or CLEAR

The board consists of 15 seats, nine of which are reserved for commercial property owners and six for business owners. Board members are elected to serve three-year terms (unless they are replacing a board member who resigned before the end of their term).

The Great Streets Retail Small Business Grant is the hallmark grant opportunity for the Great Streets program. The grant has helped hundreds of small businesses renovate their storefront to attract new customers and drive profitability.
The purpose of the grant is to support existing small businesses, attract new businesses, and transform designated commercial corridors into thriving and inviting neighborhood centers.

The Department of Small and Local Business Development (DSLBD) is excited to announce they we will be accepting applications for the first round of Food Waste Innovation Grants.
These grants will provide support for restaurants, food manufacturers, shared commercial kitchens, and commercial corridors like Main Streets and Business Improvement Districts, to minimize food waste.
Reducing food waste in the District’s food businesses can cut food and waste costs, reduce rodents, and reduce carbon emissions.
Grant applications will close on January 31, 2022

COVID EIDL Deadline Approaching
|
Important reminder!
The deadline to apply for the COVID Economic Injury Disaster Loan (EIDL) is December 31, 2021. See below for further details.

EIDL loan and Targeted Advance applications
will be accepted until December 31 and will continue to be processed after this date until funds are exhausted.
-
Supplemental Targeted Advance applications
will be accepted until December 31; however, the SBA may be unable to process some Supplemental Targeted Advance applications submitted near the December 31 deadline due to legal requirements. The SBA cannot continue to process Supplemental Targeted Advance applications after December 31.
-
Borrowers can request increases up to their maximum eligible loan amount for up to two years after their loan origination date,
or until the funds are exhausted, whichever is soonest.
-
The SBA will accept and review reconsideration and appeal requests for COVID EIDL applications received on or before December 31
if the reconsideration/appeal is received within the timeframes in the regulation. This means six months from the date of decline for reconsiderations and 30 days from the date of reconsideration decline for appeals – unless funding is no longer available.

We know there is a lot of news out there about the Covid surge leading into the holidays and that many of you are navigating this with your teams during what is already an extremely busy week. Stay strong. We all knew a winter surge in cases was inevitable, and it’s important to remember that this surge is different from where we were a year ago. We know so much more now and we have ample tools like testing, vaccines and boosters, and regular protocols you yourselves put in place for your establishments over the past twenty months.
In addition to the mask mandate change, Mayor Bowser issued a State of Emergency for the winter surge, which is different from a public health emergency. This move will primarily help support administrative needs and the ability to purchase supplies.

All of you have spent so much time prioritizing the health and safety of your teams, guests, and the general public and that’s exactly what you should continue to do, including:

Be prepared.
-
Get a supply of self-tests for employee use. While going fast, self-tests are still available at many local sites.

Have info on hand about testing and
vaccination locations
and hours.
-
Expect that close contact situations will arise and

Expect delays. It was expected for there to be an increase of testing among the community, and as you might have experienced that is happening right now.

As you make operational plans, know that wait times for getting tested may be longer than normal, and test results are also taking longer than usual. DC, Maryland and Virginia have increased testing capacity to accommodate the increased demand. DC and Maryland offer rapid tests at local libraries, and DC will offer take-home antigen tests at local libraries. DC will issue guidance of when a rapid test should be used and when an antigen test should be used.

, which offers free rapid antigen tests to residents via many locations. Turn around time is reported to be approximately 1.5 days currently.

RAMW is working on ordering tests as well so that we have a supply as backup for operators who are running into issues finding tests in a pinch. We will keep you posted.
In DC, as a reminder for employers
, if employees are getting vaccinated, employers are required to provide up to two hours of paid leave per vaccination injection, and up to 8-hours of paid leave per injection during the 24-hour period after the injection. This leave can also be used to take a family member to be vaccinated or to care for a family member post vaccination. No more than 48-hours of leave can be used. It also extends the FMLA for COVID related reasons. Businesses with 20 or fewer employees are exempt.
Also in DC, workers that contract COVID while on the job are eligible for unemployment insurance, and could be eligible for Workers Compensation, if wages were lost.

Finally, a few quick updates on the national front. First, over the weekend, the 6th Circuit U.S. Court of Appeals issued a ruling dissolving the Stay for the OSHA Emergency Temporary Standard (ETS). This action effectively reinstates the vaccine mandate for employers with 100 or more employees. It is expected there will be an appeal made to the Supreme Court where the issue will be finally decided. We will keep you posted as this develops. Separately,

General Business, Employment Services, and Professional Licensing Fees Are Now Only $99!

As a part of Mayor Muriel Bowser’s recently passed budget, DCRA has cut fees to ease the financial burden on small businesses and help fuel the city’s economic recovery, and we encourage you to act now.
DCRA is waiving the application fee of $70 dollars and the endorsement fee of $25 dollars for each application and renewal for General Business Licenses and Employment Services Licenses. The reduction results in $99 dollars for the following license types: General Business endorsement and Employment Services endorsement (employment agency, employment paid personnel services, and employment counseling).
Additionally, through the end of Fiscal Year 2022, which ends September 30, 2022, DCRA will not be charging for application and examination fees for occupational and professional licenses. All occupational and professional license and renewal fees are reduced to $99 dollars (unless fees are lower already).
Taken together, these fee reductions will result in savings for small business owners in the District of Columbia. If you have been looking to start a business now is a great time! DCRA also encourages aspiring entrepreneurs to utilize our Small Business Resource Center for free help related to navigating the regulatory process, drafting a business plan, accessing capital, and much more.

Green Book: Small Business Enterprise (SBE) Opportunity Guide
Mayor Muriel Bowser released the Fiscal Year 2022 Small Business Enterprise (SBE) Opportunity Guide, also known as the Green Book, and, for the first time ever, announced a spending goal of $1.1 billion. The Green Book assists SBEs in navigating the local government procurement process by providing an agency-by-agency overview of SBE spending availability. For the second year in a row, the Green Book will be online, searchable, and interactive.

DC Circulator’s new Bus Time App
|
DC Circulator riders can now track where their buses are by visiting the
DC Circulator website
(on their phone or computer) and clicking on the Bus Time icon. DC Circulator hopes that providing this real-time information to passengers will make it easier for riders to navigate and use the system.
Through Bus Time, riders now have access to the following features when planning their trip:

Choosing which route and stops they want to view;

Seeing the DC Circulator buses traveling in real-time on a map;

Viewing each bus stop location;
-
Saving their favorite routes for easier access; and
-
Signing up for SMS service alerts for detours and delays.
