Updates from RAMW

From Kathy Hollinger, President, RAMW

As we look for ways to expand and improve our training and workshop offerings to meet the evolving needs of our industry, I hope you will join us for our upcoming Marketing 101 Workshop: Building Consumer Confidence During COVID on Wednesday, September 30th at 2pm. The Workshop will be moderated by Aba Kwawu, President of TAA PR and the panelists include Adam Williamowsky, Director of Restaurants, Streetsense; Adam Greenberg, Chef/Owner, Coconut Club; Tia Mattson, EVP of Enterprise Marketing and Communications, National Restaurant Association; and Vanessa Rodriguez, SVP of Marketing, The Brand Guild.

The intent is to help you walk away from this Workshop with tools and a better understanding of how to market your restaurant during these unusual times with a focus on the health and safety measures you are taking, so diners feel confident in dining out/taking out. Click here to RSVP . This training is complementary for restaurant members.

Where to Get COVID-19 Tested. We have received many questions about updated testing resources. Please visit our website which provides rapid testing options as well as testing sites through DC, Maryland and Virginia. Note: RAMW has no affiliation with any testing option or site. The state and city run testing options are subject to change, so we encourage you to make sure you are viewing the most up to date testing information, which can be found here. In DC, the Mayor is encouraging people to get tested through their primary healthcare physician, but of course, DC run testing sites always remain a good option. Click here for more information on where to get tested, and click here for resources on what to do if an employee tests positive.

We have heard from a handful of you that you have received an audit letter from the DC Office of the Attorney General (OAG). OAG launched a restaurant audit to inquire about restaurant practices and protocols regarding both sick leave and protective measures for patrons and workers. The letters went out randomly to a small sample of District restaurants from each Ward. We have been in touch with the OAG since they started sending letters, and they have told us that the goal is to obtain certain information regarding restaurant policies and practices to ensure compliance with these requirements and, if any restaurant falls short, to work collaboratively with that entity to ensure compliance. We understand the inconvenience of this as this comes at a time when you are already stretched very thin. We are trying to work with the OAG to make sure this process is as unobtrusive as possible.

New alcohol rules taking effect on October 1

On October 1, 2020, the Fiscal Year 2021 Budget Support Emergency Act of 2020 (BSA) will take effect. Permanent legislation, signed by Mayor Muriel Bowser, is currently under congressional review.

Included in the legislation are provisions that will increase the permitted hours of operation for select alcohol sales, and make permanent a pilot program. Law changes and instructions for how to request approval, if required, are as follows:

Expanded Hours of Operation

On-premises retailers and manufacturers may start alcohol sales two (2) hours earlier at 6:00 a.m. daily, and off-premises retailers may offer alcohol for off-premises sales and delivery for two (2) more hours from 6:00 a.m. – 1:00 a.m. daily.

To request a change in approved hours, licensees must submit a Change of Hours Application . All applications are subject to approval by the Alcoholic Beverage Control (ABC) Board.

Applications received on or before September 16 will be included in the licensing agenda for the ABC Board on Thursday, October 1—the first date they may consider such applications. Applications received on or after September 17 will be considered at a subsequent hearing date.

If the ABC Board determines that a change in hours may constitute a “substantial change” in operation, the application will be subject to a public comment period.

Carry-Out and Delivery

On-premises retailers may permanently sell alcohol for carry-out and delivery between 6:00 a.m. – 1:00 a.m. daily—an increase of two (2) hours per day. All alcohol sales must continue to be accompanied by at least one (1) prepared food item.

To participate, licensees must register with ABRA by completing a brief online form . Currently registered licensees do not need to take any action to modify their carry-out and delivery hours.

Licensees are advised that a new Carry-Out and Delivery Endorsement will be required to continue such services effective April 1, 2021. Further guidance on securing the endorsement will be issued in early spring.

To help licensees and residents better understand alcohol focused provisions included in the BSA, ABRA will host a 30-minute virtual information session on Thursday, September 24 at 10:30 a.m. Advance registration is required .

In the interim, if you have immediate questions or concerns, please direct them to ABRA's Licensing Division or (202) 442-4423 or In the interim, if you have immediate questions or concerns, please direct them to our Licensing Division or (202) 442-4423 or abc@dc.gov .
