Volunteers will also help to distribute free masks to people who don't have one.

Apply for a Parklet on 18th Street
|
At this point, we don't know if 18th Street will be closed to vehicle traffic this coming weekend, however, the barriers are still in place and businesses are encouraged to apply for parklet space. A successful parklet application will allow the business to immediately begin to utilize the curbside space 7 days a week.
If you are
not
one of the 13 businesses that successfully applied and participated this past weekend,
you must fill out this form
to participate going forward. There is a complete list of the required information on the form.
As long as the jersey barriers remain during the Mayor's public health emergency, businesses can apply to utilize that space as a parklet by filling out the form and being approved by DDOT. This will also serve as registration to use that same space when/if the weekend street closure resumes. We are hopeful that will happen soon.
There is no cost to participate
. All businesses in the affected area of 18th Street (from Kalorama Road to Columbia Road) that would like to participate in expanding their sidewalk cafes and retail sales and utilize the roadway in front of their businesses
must fill out this form
.
Apply for a Parklet elsewhere in Adams Morgan
Parklets aren't only available for 18th Street businesses. If your business is interested in exploring options for a parklet or expanded sidewalk service, please refer to the
Guidelines for New and Expanded Outdoor Dining
for details and requirements. Please note that the insurance guidelines have been scaled back from what is published in the guide (more details in our
July 6 newsletter
). Individual business applications can be made through
DDOT's TOPS system
, but if there are multiple adjacent businesses that are interested (or if there are any other questions), please contact us at
bbarrie@admodc.org
so we can discuss your situation and help find a solution.

How have the changes to 18th Street affected your business?
|
We want to know what impact the full street closure had (on June 26-28) versus the curbside only patio spaces (parklet space) on July 3-5. Please fill out this very short (4 question) survey to help us better-understand the impact this had on your business. Hopefully a very positive impact! (The parklet space is now available every day with DDOT approval per the above).

There are fraudulent cards circulating that claim that people are exempt from wearing a face mask. The cards — featuring a red, white and blue eagle logo and approximately the size of a business card — say the bearer is exempt from ordinances requiring them to wear masks in public. The card states, “Wearing a face mask posses a mental and/or physical risk to me. Under the Americans with Disability Act (ADA), I am not required to disclose my condition to you,” — the card misspells “poses” and incorrectly names the Americans with Disabilities Act, and one version of the card features the Justice Department’s logo.
Federal officials have stated that these cards are fraudulent.
DC Council had a Legislative Session yesterday and had the first reading on the Mayor’s Budget Support Act (BSA). There are many advantageous provisions in the BSA for our industry, importantly it includes permanently allowing alcohol takeout and delivery for on premise licensees. It also expands the Inaugural “week” and provides six additional holiday hours days. The final vote will occur on July 28th. Also yesterday, Councilmembers McDuffie and Allen moved legislation that creates a new grant program for small businesses impacted by COVID-19 and the public health emergency. The legislation requires funding up to $100 million from the CARES Act, however today’s passage does not guarantee that this grant program will be fully funded. The legislation passed with unanimous consent, which sends a strong message to the Mayor’s Office regarding the need for funding. We will be firmly advocating to ensure this grant program is funded. The Emergency Legislation provides a number of measures of relief for our community:
-
Restaurants will be prioritized with 38% of the grant dedicated to restaurants
-
Recipients must demonstrate financial distress of a loss of fifty percent or more in gross receipts of sales between March and May.
-
The grant is equivalent to up to fifteen percent of lost revenue between March and May but cannot be more than average monthly gross receipts for any single month in 2019
-
The grant can be used to help meet the demands of the public health emergency, reopening, rent or other fixed costs and spurring economic recovery.
-
Small landlords that qualify as a CBE are also eligible for this grant if they have provided abatement or other benefits to the renter in the amount equal to at least twice the amount of the grant.
Councilmember McDuffie also moved legislation that permits on premise licensees to sell (on a temporary basis) alcoholic beverages for on premise and off premise consumption with a food item for TWO additional locations. It also allows licensees to sell, serve, and permit the consumption of alcoholic beverages on new or expanded temporary ground floor or street level outdoor public or private space not listed on its existing license to operate as a pop up. Additional locations must have a valid Certificate of Occupancy for indoor space, and for outdoor space you must receive approval from DDOT for public space or the owner's consent for private indoor or outdoor space.
As a reminder in DC, third party delivery fees are capped at 15% through the Mayor’s Emergency. We are pushing for the Emergency to be in place throughout all phases of reopening, and for as long as businesses cannot operate at full capacity. If you find a company to be in violation with the 15% cap, we encourage you to report this directly to DCRA by
clicking here
.
To close, a number of you have expressed concern over Postmates, the third party delivery platform, who has disingenuously shared old menus on their platform for nonclients. If you have experienced this, please contact RAMW at info@ramw.org.

WMATA "Return to Work" survey
|
As the region enters the beginning stages of reopening, transit agencies and DOTs are working to ensure that residents and workers can travel safely throughout the transportation network. As we enter this next stage, Metro aims to keep capacity ahead of demand—to enable social distancing to the extent possible.
Metro is seeking feedback
from employers about their expected “return-to-office” schedules, which will determine changes in demand for Metrorail and Metrobus services.
We invite you to share or update your organization's latest reopening plans with Metro to ensure that Metro can match safe levels of service against future demand. If you would like to participate, please
follow this link
for a short questionnaire that Metro has made available.
Reminder:
Metrobus and Circulator bus fares are still being waived at this time.

After-Hours Commuter Service Program
|
The After-Hours Commuter Service Program
is an easy and convenient way to get a shared ride to work if you need to travel between midnight and 4 am.
The Program is tailored for late-night workers such as those in hospitality and healthcare. Once enrolled, Metro covers the first $3 of your shared ride with Lyft when you commute to or from work within Metro's compact service area up to 40 trips per month.
Simply apply for the Program by the 25th of the month and you will receive your $3 trip subsidy the first day of the following month and for the duration of the program. Due to the COVID-19 health emergency, shared rides have been temporarily suspended. All rides are being provided on an individual basis.
*Please note, the cost per ride for individual trips with Lyft may vary from lower-cost shared rides.

More Support Needed:
Ask Senators to Give DC its COVID Relief Money
|
DC needs your help! Make sure the Senate hears how important COVID-19 relief funding is to the District of Columbia.
This debate is heating up in the Senate, and with heightened tensions between the local and federal government, the need to show diverse constituent support for local funding is more important now than ever. You can support these efforts in three ways:
-
For individuals: The FC2 has built a tool that will allow individuals to reach key members of Congress by sending letters. The letters urge quick action on the next state and local funding package, as well as equal treatment for the District.
Send your letter using this link.
If you’re willing, share this link broadly with friends, family, colleagues and employees who would also like to support these efforts.
-
For businesses: Last month, the FC2 sent a letter on behalf of more than 425 regional businesses in support of funding for the District. FC2 would like to publicly show this support on a website that has been launched to support this work. If you signed onto the letter (or even if you haven’t), and are willing to lend your name to the site,
please fill out this 1 minute form
.
-
SHARE this with your family, friends and colleagues and encourage them to add their support.
