January AMPBID Board Meeting
|
The next board meeting of the Adams Morgan Partnership Business Improvement District (AMPBID) will be on Tuesday, January 11 at 5pm via Zoom. In addition to regular business, we will be joined by our lawyer to discuss suggested revisions to the bylaws.

The Adams Morgan Partnership BID (AMPBID) holds elections every year at our annual meeting in March. The board consists of 15 seats, nine of which are reserved for commercial property owners and six for business owners. Board members are elected to serve three-year terms (unless they are replacing a board member who resigned before the end of their term).

:
Residential and commercial property owners are required to clear snow and ice from their sidewalks
within the first eight hours of daylight following the end of the storm
.
The District Snow Team also encourages residents and commercial property owners to apply abrasives such as rock salt, deicer, or non-clumping kitty litter to the sidewalks around their properties prior to snowfall to reduce the possibility of icing and to prevent slips and falls. The Snow Team uses pet friendly deicer on District pedestrian bridges.
Streateries
Streateries and parklets are not to be used during a Snow Emergency.

Vax DC Guidance:
In DC, the Department of Health issued additional guidance on the vaccination requirement for indoor dining. As a refresher, beginning January 15, 2022 restaurants, nightclubs, taverns, concert venues, breweries, wineries, and distilleries will require all patrons aged 12 or older to show proof that they have received at least one dose of the COVID-19 vaccine before they are allowed entry (two doses will be required starting Feb 15th). While most of the guidance mirrors what we have already shared, there are two important changes from the initial guidance that you and your teams should take note of:
Medical and religious exemptions
are
now accepted with proof of a negative test. Initially, the Mayor’s Office said that religious exemptions would not be granted but that has since changed. The latest guidance provides:

Patrons who have and show documentation of medical or religious exemptions from the COVID-19 vaccine must provide a negative PCR or antigen test within the last 24 hours. We are seeking clarity from the City on exactly what they need to show in terms of a negative test

Documentation of medical or religious exemption, such as a note from a medical provider. We are seeking additional guidance from the Mayor’s office on the documentation requirement for religious exemptions and we will update you when we know more from the City.
Businesses are responsible for verifying identification of patrons 18+ with a photo ID. Initially, there was not an ID requirement.

Acceptable IDs include: State issued driver’s license or limited purpose driver’s license, any other state issued identification card, passport, DC One Card, or a student ID.
Additional guidance on point of verification:

We have received some questions regarding where the verification must occur. The additional guidance states "Businesses must check proof of vaccination at the entry point or at the first point of contact between the customer and a staff member. The safest place to execute the vaccination requirement is at the point of entry and, where possible, before the customer enters."

If your establishment does not have a host stand or vaccination status cannot be verified upon entry, the "first point of contact between the customer and a staff member" will suffice.
We have also received some feedback from operators that are preemptively implementing the vaccination requirement that you have received some pushback from diners. We are currently seeking legal guidance on how this should be handled, and we will share as soon as we have it.
DC will be issuing their adoption of the CDC guidance in the next few days. Once that information is available, we will share it with you ASAP. We have also asked for this guidance to be offered in multiple languages so it can easily be shared with your team as needed.

The Great Streets Retail Small Business Grant is the hallmark grant opportunity for the Great Streets program. The grant has helped hundreds of small businesses renovate their storefront to attract new customers and drive profitability.
The purpose of the grant is to support existing small businesses, attract new businesses, and transform designated commercial corridors into thriving and inviting neighborhood centers.

. Many of them are funded by DC government to help support you so their fees are subsidized.

The Department of Small and Local Business Development (DSLBD) is excited to announce they we will be accepting applications for the first round of Food Waste Innovation Grants.
These grants will provide support for restaurants, food manufacturers, shared commercial kitchens, and commercial corridors like Main Streets and Business Improvement Districts, to minimize food waste.
Reducing food waste in the District’s food businesses can cut food and waste costs, reduce rodents, and reduce carbon emissions.
Grant applications will close on January 31, 2022
, at 2 pm Eastern Standard Time.

Councilmember McDuffie’s Bill Paves the Way for New COVID-19 Relief Grants for Small Businesses
|
On Tuesday, DC Council unanimously passed legislation that amends grant-making authority provided to the Deputy Mayor for Planning and Economic Development (DMPED) for small business COVID-19 relief.
This amendment clarifies that the $40 million placed in DMPED’s fiscal year 2022 (FY22) budget shall support the reopening, recovery, and long-term viability of small businesses operating in the restaurant, retail, hospitality, and entertainment sectors that have incurred revenue declines, costs, or financial losses due to the ongoing impact of the COVID-19 pandemic. Businesses from these sectors can use awarded funds to support their outstanding rent, payroll and labor, inventory, and operating expenses (i.e., utilities, insurance, and PPE). Grantees must be District-based small businesses that made less than $5 million in gross revenue each year in 2019, 2020, and 2021.

Mayor Bowser Announces Start of 2022 Christmas Tree and Holiday Greenery Collection
|
Mayor Bowser, with the Department of Public Works (DPW), announced that Christmas trees and holiday greenery will be collected from homes that receive DPW curbside between January 3 and February 28, 2022. Trees and greenery can be left at the normal point of collection for trash and recycling or at the curbside. Items collected during this period will be composted; in the spring, the mulch will be provided to residents at no cost.
Residents can also drop their Christmas trees and/or holiday greenery at one of four locations:

Benning Road Transfer Station (3200 Benning Road NE)

Fort Totten Transfer Station (4900 John F. McCormack Drive NE)
-
Bryant Street Sweep Shop (201 Bryant Street NW)
-
South Capitol Street Graffiti Shop (2700 South Capitol Street SE)
Highlights of the 2022 collection program include:
-
Collection for DPW-serviced households. Residents who receive curbside collection service from DPW (single-family homes and apartment buildings containing three or fewer housing units) are eligible for Christmas tree and holiday greenery collection. Households not serviced by DPW (for example, larger apartment buildings) should consult with their landlord/property owner for collection procedures.
-
Where to place trees and greenery. DPW will collect Christmas trees from the normal point of collection for trash/recycling or curbside.
-
Remove decorations. When setting items out for collection, residents should remove all ornaments and lights. Do not place trees and greenery in a bag.
-
Trees become free compost for residents. Trees and greenery collected through February 28 will be composted. District residents can collect up to five 32-gallon bags of the free compost year-round while supplies last at the Fort Totten Transfer Station. Residents must bring their own bags.

Composting not guaranteed after February 28. After that date, residents can still place Christmas trees and holiday greenery where their trash is collected; however, composting is not guaranteed. The items will be picked up with the trash as space in DPW trucks permits.

Steps if Christmas tree and/or holiday greenery was not collected. Contact 311 to create a “Christmas Tree Removal - Seasonal” service request.

Safety protocols in place. To help safeguard employees and the community, DPW crews will continue to wear masks, practice social distancing, hand wash and hand sanitize frequently. Vehicles and equipment will be cleaned and sanitized before and after every shift.
