#AdMoThanksObama -- Last Chance

The election is over and as the dust is settling and the future is uncertain, we've decided that now is the perfect time to look back over the last eight years and give the Adams Morgan community a chance to show their appreciation to the Obamas and welcome them to the neighborhood.

We have taken over three sides of the message board kiosk in front of BB&T Bank at the corner of 18th St. and Columbia Rd., NW and have installed chalkboards with chalk to encourage people to stop and scribble a few words or even draw a picture.

We can't promise that the Obamas will see everything on the board, but we'll be photographing it regularly and sharing those images online so that the rest of the city/country/world can see what we're doing and perhaps share their thoughts as well.

The chalkboards will remain in place until early next week.

Metro Holiday Service Information 2016
Advisory Effective: 12/19/16 - 1/2/17
Metrorail will remain open until 3 a.m. on New Year's Eve (early New Year's Day) for the benefit of holiday revelers with free rides on Metrorail and Metrobus from midnight until system closing courtesy of Miller Lite®.
Below is a summary of Metrorail, Metrobus and MetroAccess service during the holiday season.

New Metro hours effective July 1, 2017

On December 15th, Metro’s Board of Directors, after consideration of nearly 16,000 comments from the public, voted to approve the following hours of service for the Metrorail system effective July 1, 2017:

Metrorail Operating Hours (effective 7/1/2017)
Monday – Thursday 5:00am to 11:30pm
Friday - 5:00am to 1:00am
Saturday - 7:00am to 1:00am
Sunday - 8:00am to 11:00pm

This is the option that was preferred by 45% of survey respondents (almost twice the second-most preferred option). The Board also accepted the Title VI and Public Outreach reports for the proposed changes to Metrorail’s hours of service and approved the creation of Metrobus Lifeline Network Access Service.

Absent any further action by the Board, Metrorail service will revert to its pre-SafeTrack operating hours after two years, on July 1, 2019.

What You Need to Know About Phase II of the DC 'Foam Ban'

The second phase of the D.C. "Foam Ban” is scheduled to go into effect on Jan. 1, 2017 making it a new requirement for all food service products in the District to be either compostable or recyclable.

In 2016, the District banned the use of expanded polystyrene, commonly known as Styrofoam (TM), by all businesses and organizations in the District that provide food or drink to employees, guests, members or customers. This regulation applied to everything from churches, offices and food trucks to fast-food and fine dining restaurants.

The second phase of the “Foam Ban” will still prohibit the use of polystyrene in the District, but adds a new requirement for food service products to be compostable or recyclable, as defined by the Mayor’s List of Recyclables and Compostables.

The regulations are an effort by the District government to rid D.C. of foam litter, which is often carried by wind or washed by stormwater into the District’s waterbodies, where it breaks into small pieces that are difficult to remove from the environment and to which toxic pollutants may adhere. These particles may be eaten by wildlife, resulting in bioaccumulation of pollutants through the food chain. Prior to the ban in 2016, foam litter was the most common form of trash found in the Anacostia River and was proven to be directly harmful to local wildlife and the environment.

Deadline to register for Inaugural Week is Jan. 9, 2017

The Alcoholic Beverage Regulation Administration (ABRA) is informing licensees that eligible restaurants, taverns, nightclubs, hotels and multipurpose facilities can register with ABRA to participate in extended hours during Inaugural Week.

Under the law, eligible on-premises establishments can apply to ABRA to sell and serve alcoholic beverages until 4 a.m. and operate 24 hours a day during Inaugural Week (§ 25-723), which is from Jan. 14-22, 2017 and includes two weekends.

In order to participate in Inaugural Week, a licensee must submit a registration form to ABRA along with a public safety plan by Monday, Jan. 9, 2017. The daily fee to register is as follows and is based on license class:

  • $100 for a restaurant with a class C license (CR);
  • $100 for a tavern with a class C license (CT); and
  • $50 for all other on-premises license classes.

It is important to note that on-premises retailer licensees are only eligible to participate in the Inaugural Week extension of hours if the licensee does not have a settlement agreement that restricts closing hours.

In addition, a licensee would only be eligible to operate 24 hours a day as well as sell and serve alcohol until 4 a.m. on Martin Luther King Jr. Day, occurring on Jan. 16, 2017, if the licensee is also registered to extend hours on Jan. 16, 2017 as part of Inaugural Week. The holiday is not included in the Extended Holiday Hours program.

Once a licensee is registered for Inaugural Week, ABRA will provide the licensee with an inaugural license, which must be posted in a visible location at the establishment for the nine-day period.

Under the law, an establishment's permitted hours of entertainment cannot be extended under an inaugural license. As a result, an establishment would need to obtain approval for a separate one-day substantial change application in order to extend entertainment hours. In addition, the law does not alter the two-hour kitchen requirement for restaurants. As such, restaurants serving alcoholic beverages until 4 a.m. will be required to serve food until 2 a.m.

Any licensee that does not want to participate in the extension of hours during Inaugural Week is not required to do so. Licensees that have questions regarding the registration process can contact ABRA’s Licensing Division by emailing or calling (202) 442-4423.

  • District ABC laws and regulations (including recent changes to the law),
  • Tips for working effectively with the community,
  • Settlement Agreements,
  • Expectations of licensees,
  • Best practices, and
  • Noise abatement and sound management.
