NOTICE OF PUBLIC HEARING AND PRELIMINARY FINDING
ON THE RECERTIFICATION OF THE ADAMS MORGAN PARTNERSHIP BUSINESS IMPROVEMENT DISTRICT
Notice is hereby given that, pursuant to section 19 of the Business Improvement Districts Act of 1996, effective May 29, 1996 (D.C. Law 11-134; D.C. Official Code § 2-1215.18) (“Act”), the Department of Small and Local Business Development (DSLBD) will hold a public hearing on the recertification of the Adams Morgan Partnership Business Improvement District.
The public hearing will be held at 2:00 pm on Monday, June 21, 2021 in Suite 850N, 441 4th Street NW, Washington, D.C.
DSLBD Director Kristi Whitfield has informed the Adams Morgan Partnership Business Improvement District that the filing criteria set forth in D.C. Official Code § 2-1215.18 have been met and their application is otherwise in conformity with the Act.
The BID application is available for review by the public during normal business hours on weekdays at 1640 Columbia Road, N.W., in the offices of the Adams Morgan Partnership Business Improvement District; and by the public online

Cherry Blossom Season is Here!
|
The Adams Morgan Partnership BID is excited to partner with the
National Cherry Blossom Festival
and host a one-of-a-kind, giant cherry blossom sculpture in Adams Morgan! The five foot tall, 1,200 pound sculpture is called “Community Grid” is now located in BB&T Plaza at 1801 Adams Mill Rd NW. The sculpture was designed by local artists My Ly (
@mylydesign
) and Jaclyn Stallard (
@jstallard
). It's one of 26 sculptures that are installed throughout DC, Virginia, and Maryland as part of
Art in Bloom
, a public art exhibition in celebration of the National Cherry Blossom Festival.
We encourage you to go on a “Blossom Hunt” - starting in Adams Morgan and making your way around DC to find each sculpture. In addition to the life-size cherry blossom sculpture, our neighborhood is fully decked out with cherry blossom decals to help celebrate the season and the joy that this beloved tradition brings to our city each year.

We were wildly disappointed, as were many of you, that on Monday Mayor Bowser did not share ANY update on a path forward specific to restaurants and foodservice operators. While we were hopeful that restaurant updates would be shared, we were also prepared that Monday's announcement would be rooted, as it was, in the City bringing our larger hospitality industry including events, live entertainment, theater, and more up to speed to where we as a restaurant industry are currently at 25%. Our understanding is that Monday's announcements are not the end of what will be included by May 1, but they are a starting point.
We are actively working real-time with the Mayor’s Office now and over the next few weeks as they consider suggestions as part of the larger May 1 reopening runway that would include updates for restaurant operations. We’ve said so many times that while the City may not be 100% ready to share specific guidelines on next phases for restaurants, we urge them to at the very least communicate their thinking on trajectory so our operators can plan accordingly, and staff up accordingly, which takes time and effort. We remain in daily conversations with the City on industry forecasting needs, issues and concerns as it relates to real-time and future forward allowances. We are hoping to have a fuller conversation to best understand the additional guidance under consideration. More to come there.

Registration is Open for Bike To Work Day 2021
|
The Washington, DC region’s 20th Anniversary Bike to Work Day is returning this year on
Friday, May 21, 2021
.
Due to COVID, things will be a bit different this year. Registrants will have to register for a specific 30 minute time slot and only 30 riders will be allowed to register for each slot, so total registration will be strictly limited. To help accommodate this, we're extending our pit stop hours -- the
Adams Morgan Pit Stop
will be open from 7:30am to 11:00am at Unity Park (in front of The LINE Hotel DC, corner of Columbia Rd. and Champlain St., NW).
Due to the COVID restrictions this year we won't be able to host any on-site activities, but we're planning on having some good giveaways, so stay tuned for more details.

Destination DC: DC's Reopening Status
|

There is positive momentum for our industry with updated CDC guidance that fully vaccinated Americans may travel domestically. Monday Mayor Muriel Bowser also announced more details about DC’s reopening status. Starting May 1, many facets of hospitality and tourism will see some restrictions loosened. Changes include:

Regional business meetings and conventions can take place indoors and outdoors at 25% capacity, with city waivers required for more than 250 people.
-
Museums, galleries and exhibits will be able to operate indoors and outdoors at 50% capacity.
-
Non-essential retail indoors and outdoors will be able to operate at 50% capacity.
-
Seated live entertainment, i.e. theater, will be allowed indoors and outdoors at 25% capacity up to 500 people.
-
Outdoor races such as 5Ks will be allowed at 50% capacity.
-
Weddings and special events will be allowed indoors and outdoors at 25% capacity, with a waiver required for attendance greater than 250.
-
School graduations and awards ceremonies will be allowed indoors and outdoors with capacity limits.
-
Live music will be allowed near outdoor restaurant seating.
-
Libraries will be able to operate at 50% capacity.
We are aware of the remaining challenges to DC’s opening status, particularly surrounding restaurants, sports and music venues, in addition to the necessity of a detailed long-term plan. We continue to work on behalf of all our members to ensure everyone’s voice is heard in the constant communication we are having with city leaders. There are also additional remaining questions about the meaning of regional meetings and outdoor group size, and we will update you again as we gain clarity.

Shuttered Venue Operators Grant Applications Scheduled To Open April 8th
|
The program includes over $16 billion in grants to venues that have been forced to close by COVID-18. The grant is to be administered by SBA’s Office of Disaster Assistance. Eligible businesses, individuals, and organizations include:

Live venue operators or promoters

Theatrical producers
-
Live performing arts organization operators
-
Relevant museum operators, zoos and aquariums who meet specific criteria

Motion picture theater operators
-
Talent representatives
Eligible applicants may qualify for grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million. $2 billion is reserved for eligible applications with up to 50 full-time employees.

Paycheck Protection Program Extended to May 31
|
As President Joe Biden signed the PPP Extension Act of 2021 into law today, extending the Paycheck Protection Program an additional two months to May 31, 2021, and then providing an additional 30-day period for the SBA to process applications that are still pending.
