Overview of DC Council Legislation passed today

Click here for copy of the the COVID-19 Response Supplemental Emergency Amendment Act that passed today.

FROM THE DC COUNCIL WEBSITE : The bill passed at the most recent meeting has, among its primary measures, the following:

  • extends unemployment compensation to those unemployed due to COVID
  • prohibits evictions of residential and commercial tenants as well as late fees
  • prohibits utility shut-offs for non-payment
  • extends public benefit programs such as the Healthcare Alliance, TANF, and SNAP
  • creates a small business grant program to assist nonprofit organizations and small contractors who do not qualify for unemployment insurance
  • places limits on price gouging and stockpiling
  • allows for delivery and carry-out sales by restaurants of beer/wine, if sold along with prepared food (pending written restaurant-by-restaurant approval by the Alcohol Beverage Regulation Administration)
  • delays retail sales tax payments to the government by stores, restaurants, and other businesses
  • extends deadlines/expirations of corporate tax filings, drivers licenses, professional licenses, etc.
  • allows the Council to meet virtually
  • provides meeting flexibility to ANCs, boards, and commissions
  • allows flexibility in FOIA and Open Meetings
  • delays the submission date for the Mayor’s budget to May 6

The bill:

  • requires that mortgage servicers on residential and commercial loans allow affected mortgagees to defer mortgage payments for at least 90 days, waiving any late or ancillary fees and not reporting derogatory marks to credit bureaus.
  • The deferment option will remain in place for 60 days following the end of the emergency period. The mortgage servicer and mortgagee can arrange for deferred payments to be made in "a reasonable time", or within five years from the end of the deferment period or the end of the loan.
  • Any landlord mortgagee granted deferments must in turn reduce the rent of affected commercial and residential tenants during the deferment, at a rate proportionate to the reduced mortgage payments.
  • Residential units would be on a rent freeze during the public health emergency, and renters who had previously submitted a notice to vacate their unit before or during the emergency will also be able to suspend the date to vacate during the emergency.

SupportDC.com is a new website dedicated to helping to connect consumers to businesses selling online gift cards and merchandise as well as online ordering. It is free to add your business and it's free to use. Click here to add your business or here to browse the Adams Morgan businesses already on the site.

ShopInPlaceDC.com is a newly-launched site from the Institute for Justice created to allow people to search for businesses in their neighborhood and around the DC area that remain open during the quarantine. It’s totally free and they're trying to get as many businesses as possible on it to get the word out about their services. Click here to add your business to the website.


Low interest loan and match program from LISC

Local Initiatives Support Corporation (LISC) and Kiva ( How Kiva works ) have partnered to expand financial opportunities for underserved entrepreneurs in the DC Region. Qualified small businesses have the opportunity to raise up to $15,000 in 0% interest loans, with LISC providing a 1-for-1 match, allowing the small business to more quickly raise their funds.


Applicants for a LISC/KIVA loan will have access to the following:

  • 0% interest loans from $500 to $15,000
  • Option to defer payments up to 6 months, with terms as long as 36 months
  • Approved entrepreneurs endorsed by LISC are eligible for 1:1 to match from LISC (ex. If loan is for $10,000, entrepreneur only needs to raise $5,000 online)

Congresswoman Norton’s District Office wants to flag the following resources for information on commonly asked questions during the coronavirus pandemic. These FAQs includes questions regarding who is eligible for the stimulus payments, how individuals on social security and/or SSI are affected by the stimulus rebate program, what assistance for small businesses and nonprofits was included in the bill, how workers are protected by sick leave, how will student loans be impacted, how to apply for food assistance and how individuals apply for “state” unemployment benefits through local authorities.
