Letter from Adams Morgan Partnership Board Chair

Dear Adams Morgan Partnership members and stakeholders:
The last couple weeks have been very difficult on everyone. We are all having to make difficult decisions and pivot on a daily basis in this evolving crisis.
As each of us navigates the current situation I want to make sure you know about what the Adams Morgan Partnership is doing to ensure that all of our businesses make it through to the other side of this crisis.
We have been fielding questions from members and connecting them to resources. We have been researching additional resources and sending to our members as we become aware of them. We are participating in regular conference call meetings with city agencies, coalitions, other BIDs, etc. to make sure Adams Morgan is represented and we are getting our questions answered and the services we need. We have been effectively promoting businesses that are still able to operate to help ensure customers know they are open. Please see the home page on our website:

. We launched a
#BuyRestaurantBonds
campaign on Monday March 16th that has generated interest from around the country (we heard from people in North Carolina and Tennessee among others) to promote ongoing community support for our local businesses and has been very well-received by our food and beverage businesses. Please continue to promote the campaign in your social media. If you would like the stats from that campaign as of today, please let us know and we will share those. We have been working closely with the DC BID Council and will keep everyone informed as decisions are made.
The Adams Morgan Partnership's Executive Committee has been working with our Executive Director to identify immediate actions we can take to reduce expenses and temporarily scaling back programs while we plan for a more austere future.
How are we reprogramming our resources to be able to assist businesses with recovery: The Reimbursable Detail Officer (RDO) program was CANCELED after Saturday March 14th. Our Safety Ambassador will be put on Administrative Leave without pay beginning Monday March 30th. The Clean Team schedule was condensed from 6 am to 12 noon on March 20th - 6 hours a day. People are dumping more trash in the alleys and in the street cans and our team has responded quickly to keep neighborhood street and alleys clean and reduce rats. The proposal now is to reduce service to 3 days a week - Monday, Thursday, and Saturday - beginning on April 1. We will confirm with our grantor - the DC Department of Small and Local Business Development (DSLBD) - on these suggested changes and make sure our grant agreement allows for this reduction in service.
Spring events: We decided to cancel the PorchFest Unplugged event scheduled for May 2 and will reevaluate the Spring movie nights (not scheduled to start until the end of May) in mid April if the Mayor's order is still concluding at the end of April. There is a marketing committee meeting on Wednesday morning and the agenda will include a discussion of more budget cuts and reprogramming to help businesses prepare for recovery. There are many things we can do like the #BuyRestaurantBonds campaign that will encourage people to spend money now and support our neighborhood when everything reopens and the marketing committee will be the conduit for that.

Grants available from Business for All, powered by Alice
|
Business for All is a nationwide movement led by entrepreneurs, celebrities, business support organizations, and corporate executives that will provide the opportunity for mentorship and funding to 100,000 small business owners.
A series of grants will provide up to $50,000 each to numerous small business owners, coupled with mentorship opportunities with some of business’s biggest names, through the Hello Alice platform. Grants will be open to all with a special focus on women, people of color, LGBTQ+ entrepreneurs, military affiliated business owners, and entrepreneurs with disabilities.

Waiver for businesses deemed non-essential to operate if they provide service necessary to essential businesses
|
To mitigate the spread of the coronavirus (COVID-19), Mayor Muriel Bowser issued
Mayor’s Order 2020-053
requiring the temporary closure of the on-site operation of all non-essential businesses. The Order is effective through April 24, 2020.
Any business that does not fall within a category listed as Essential Businesses in the Mayor’s Order, but which provides goods or services necessary to maintain operations at an Essential Business should
apply for a waiver
.
Businesses that have requested a waiver should comply with the Mayor’s Order and suspend in-person operations until a waiver is approved and provided.
Waiver requests should demonstrate justification that the on-site operation of the business is necessary to the business activity of an essential business.

DDOT to Suspend Late Night Weekend Service on DC Circulator
|
The District of Columbia Government has modified its operations in order to mitigate the spread of the coronavirus (COVID-19). The District Department of Transportation (DDOT) has temporarily suspended late night service on the DC Circulator through the end of Mayor Bowser’s declared public health emergency.
Effective Friday, March 27, 2020, the DC Circulator will suspend late night weekend service on the Georgetown-Union Station, Rosslyn-Dupont Circle and Woodley Park-McPherson Square routes. The modified schedule for these routes is as follows: Monday through Friday 6:00 a.m. – 12:00 a.m. (midnight) and Saturday and Sunday 7:00 a.m. – 12:00 a.m. (midnight).
DC Circulator passengers are asked to enter and exit the bus using the rear door at all times. The only exceptions are for passengers who need to use the Americans with Disabilities Act (ADA) boarding ramp or require the bus to “kneel” to facilitate their boarding.
DC Circulator has suspended fares on all routes. Service has been suspended on the National Mall routes. For more information about the DC Circulator, please visit

Mayor Bowser and the Council of the District of Columbia are investing $25 million in the COVID-19 Recovery Effort and the
DC Small Business Recovery Microgrants Program
, which will be housed in the Office of the Deputy Mayor for Planning and Economic Development.
Pursuant to the “COVID-19 Response Emergency Amendment Act of 2020” effective March 17, 2020 (D.C. Act 23-247), the DC Small Business Recovery Microgrants Program will offer grants to small, local businesses, individual contractors, self-employed individuals, and nonprofits to meet their short-term financial needs. The grant can cover employee wages and benefits (including fringe benefits associated with employment, such as health insurance), accounts payable, fixed costs, inventory, rent, and utilities.
